Medical Coordinator (M/F) - Palestinian Territories

Médecins du Monde (MDM) is an international solidarity association, which depends on the volunteer commitment of its members and medical professionals, in order to assist the health needs of the most vulnerable populations both in France and in 54 countries around the world. Based on its medical experience, it bears witness to the obstacles in accessing medical care and denounces the violations of human rights.

MDM-F is currently working in 2 locations

• Nablus: Technical support/training to schools, PHCCs in targeted villages, & Community Mental Health Centers in Salfit and Nablus; Strengthen referral system, psycho-social activities within local communities of Nablus/Salfit Governates. Increase Emergency preparedness capabilities in 3 villages/communities (1 in Nablus, 2 in Salfit) with possible extension to Northern Jordan Valley and South-East Nablus in 2012.

• Gaza: emergency preparedness at PHC and community level (participation to the implementation of the Emergency Preparedness Plan with MDM-Spain, training and supervision of medical staff, training of communities in first aid and basic life support), community health promotion through partner Community Based Organisations (Women Centers).

TASKS AND RESPONSIBILITIES:

The Medical Coordinator participates in the development of MDM-F programs within the Palestinian Territories.  Contributes to the building of MDM-F program strategy in the Palestinian Territories  Evaluates on an ongoing basis the progress made in current programs, the relevance of program content with respect to the assigned objectives and the evolution in health conditions in the Territories  Decides, in conjunction with the General Coordinator, Technical Specialists, the Field Coordination team and the MDM-F desk and RM, on program reorientations and the medical infrastructure to be allocated to the mission  Actively participates in drawing up operational proposals for the newly-identified projects.

More specifically:

  1. Technical supervision of the programs:

 Technical support/supervision of MDM-F medical teams in the Palestinian Territories and in particular to the Medical Base Manager (Gaza) and Program Coordinator (Nablus),.  Follow-up of medical programs, including needs assessment in support to the field coordination teams, purchasing of medications in link with the logistics department, medical equipment and furniture/rehabilitation, training and Health Education activities  Support to Medical Base Manager/Program Coordinator to ensure technical accuracy of training and Health Education materials  Support to the Medical Base Manager /Program Coordinator in development of monitoring and evaluation tools  Reorientation of program according to needs assessments, changes in context and results of monitoring  Coordination of visits of expatriate specialists to Gaza and Nablus with MDM-F desk, Field Teams and partners and ensuring adequate reporting and follow-up of visiting expatriate activities  Drafting of the technical parts of proposals for donors and formal reporting to donors on the progress of medical activities  Ensure that occupational health standards are maintained for the safety of the MDM-F team

  1. Coordination tasks

 Ensuring coordination between the partners in Gaza and West Bank (MDM-Spain and Swiss, Ministry of Health, Ministry of Education, Society, Directors of concerned PHCC and hospitals, PMRS, PRCS, donors) for implementation of programs.  Compilation of data/indicators from medical programs and monthly reporting of activities to MDM-F coordination team  Reporting and presentation of activities to key partners in Jerusalem, and if needed in the field (including donors)  Participation in health meetings (WHO, MoH or other health clusters) in West Bank and Gaza to understand and communicate health context in oPt and contribute to the understanding and visibility of MDM-F programs  Coordinate emergency responses in oPt, according to need, ensuring close coordination with other organizations working in the field (UN, ICRC, INGOs, Palestinian NGOs, MoH) in conjunction with HoM and with the field coordinators if appropriate

  1. Support to advocacy

 Participation to maintenance of data collection and up-dated information on activities and local context  Active monitoring of health needs; health advocacy  Active participation in advocacy and communication campaigns, under supervision of the General Coordinator

Location: Jerusalem

Education and Experience:

  • Medical Doctor, Nurse, Midwife
  • Strong experience and/or knowledge in the public health field
  • Experience in development and implementation of training programs
  • Experience in writing proposals (technical) and reporting to donors
  • Experience in supervision and team management, if possible abroad
  • Strong analytical capabilities
  • Strong field experience under potentially hazardous safety conditions,
  • Outstanding management and communication qualities
  • Competency in Word, Excel and Powerpoint
  • Knowledge of the Muslim world would be appreciated

Languages required:

  • Fluent English (oral and written) mandatory

  • French and/or Arabic an asset

Starting: 01/01/2012

Duration: 12 months (renewable)

Contract: VOLUNTEER (French law)

Monthly allowance: 915 euros / months (+ perdiem)
