Project/Proposal Summary:
The Security and Justice Sector Reform Project (SJSRP) will assist the Government of Guatemala to strengthen security and justice sector institutions through technical assistance and training at the central level and in select geographic areas, as well as to promote and reinforce reform efforts through the implementation and enforcement of security and justice legislation. Civil society will be engaged as a critical partner to advocate for and oversee enforcement of this legislation, as well as to ensure transparency and accountability of these public institutions.

Position Summary: The Security and Justice Sector Institution Training Coordinator will be responsible for the overall development and implementation of technical assistance and training activities. The project will build upon and improve the ability of security sector staff to deliver security services to citizens, as well as institutionalize reforms undertaken in the security and justice sector.

Responsibilities: • Lead the development and implementation of the justice and security sector training component of the project; • Provide technical assistance and support in the adoption or improvement of working methodologies, training curriculum and related materials for justice and security sector staff in areas such as criminal investigation, criminal analysis, prosecution of serious crimes, case management, threat analyses, witness protection, and negotiation and resolution of conflicts; • Develop quality control standards and performance monitoring measures for justice and security sector institutions; • Review key security and justice legislation and the roles of the various security sector institutions in implementing and enforcing laws; • Assist in the creation and implementation of mechanisms to improve inter-institutional coordination, planning and provision of services between justice and security sector institutions; and • Provide additional support and assistance to security and justice sector institutions, as may be required under their strategic plans or as may be required for implementation of relevant legislation and laws.

Qualifications: • Demonstrated experience designing and/or conducting training programs for police or security sector personnel; experience working at the national government level strongly preferred; • Experience in the adoption or improvement of working methodologies, training curriculum and related materials for justice and security sector staff in areas such as criminal investigation, criminal analysis, prosecution of serious crimes, case management, threat analyses, witness protection, and negotiation and resolution of conflicts; • Bachelor’s Degree in criminal justice, criminal law, or related area; • Experience with donor-funded justice or security sector projects, ideally USAID-funded, preferred; • English language skills helpful.
