The Policy and Advocacy team is critical to achieving GAIN’s vision. Global and national advocacy efforts to improve policies and increase and better leverage resources will enhance the effectiveness and reach of nutrition interventions. GAIN’s advocacy efforts specifically target increasing public and political will and increasing resources for nutrition in an effort to improve the enabling environment for programs. GAIN does this by working with constituencies from within the public, private sectors and civil society.

GAIN is uniquely positioned to be a leader in policy and advocacy in the nutrition and global health community and is now seeking a Senior Manager to lead this initiative, working closely with colleagues in Communications and across the organization.

Key Responsibilities
•Motivation and leadership of a team leading GAIN’s efforts to drive policy and decision makers act to improve nutrition

•Manage government relations and constituency mobilization teams in executing policy and advocacy strategy

•Provide strategic guidance for the global policy/advocacy agenda and support the development of country and initiative level policy/advocacy agendas

•Provide leadership in developing strategy around engaging, educating and influencing key policy and decision makers in select donor governments (EU, U.S. and Canada), foundations, private sector and individuals

•Work in close collaboration with GAIN’s program teams, country offices and Initiatives, to develop evidence based policy guidance to improve nutrition at all levels, sustain political will and commitment to nutrition and increase resources for nutrition interventions

•Increase awareness and link nutrition to the global development agenda (maternal child health, agriculture, infectious disease, early childhood development)

•Contribute to/engage with the global nutrition agenda including the SUN Framework and 1,000 days

•Support GAIN’s program teams and Initiatives in fostering an enabling environment for the production and demand of nutritious foods, globally and nationally.

•Oversee the analysis and mapping of key policies and decision makers at the national level

•Work with a highly functional policy and advocacy team to execute strategic priorities including, but not limited to, cultivating champions, building constituencies, leading advocacy coalitions, leveraging private sector partners, and outreach and engagement of a diverse set of actors.

•Oversee policy and advocacy grant and contract portfolio, and provide technical input to grant applications.

•Act as a point of contact for key relationships with donor, civil society and business

Job Requirements


Skills & Attributes:
•Ability to both think and plan strategically, communicate those strategies, as well as execute them;

•Direct experience in high level meetings and similar settings, in order to advocate, cultivate and negotiate significant partnerships;

•Knowledge of advocacy strategies for global and national policy change including in developing countries;

•Ability to effectively liaise with corporate and public sectors and civil society;

•Experience in contributing to policy direction, positions, and advocacy for an organization;

•Provide direction and support in the formulation and dissemination of policy analysis and recommendations;

•Excellent communications and written skills;

•Comfort with multi-tasking and operating in a fast paced, multi-faceted, and multi-cultural environment;

•Excellent follow up skills within a diverse sets of concurrent operational, program, and business development related functions;

•Comfort with matrix organizational environments; and

•Humility, and a passion for development.

Experience:
•Direct experience in the key areas outlined in the above Responsibilities section;

•Keen ability and interest in analyzing data and trends to inform appropriate policies. Significant experience in related fields, such as development, communications, leadership engagement and management;

•Experience and comfort in donor and developing country leadership settings, with leaders/decision makers from all sectors;

•Experience in mature, fast paced and start up settings.


Education:
•Advanced degree (Master’s, Ph.D. or J.D.) in international relations public health, economics, business administration or related field

•15+ years of professional experience at progressively senior levels in the field of foreign policy, international health/nutrition, including management experience. The candidate should have a good understanding of the policy-making community in the US and abroad and the potential implications of various advocacy and policy approaches.

Other Requirements:
•Fluency in English.
•Fluency in a second or third language highly desirable but not essential
•A strong track record of understanding and influencing policy dialog and implementation to improve program impact
•Experience in the countries on which GAIN focuses will be considered an asset.
•Demonstrated excellence in research, writing, and analytic ability.
•Comfort with working under pressure/tight deadlines in a fast-paced environment.
•Ability to multitask and prioritize.
•Strong interpersonal skills and ability to work in a team.
