Malteser International is the worldwide relief agency of the Sovereign Order of Malta for humanitarian aid. Its mission is to provide emergency relief as well as to implement rehabilitation measures and to facilitate the link between emergency relief and sustainable development. Malteser International has been operational in Cambodia since 1999, targeting communicable diseases and providing comprehensive primary health care services
Malteser International implements a comprehensive set of activities for addressing healthcare needs for the most vulnerable and poorest people. Currently, the programme includes services related to reproductive health, establishment of Community Based Health Insurances (CBHI), improvement of water, sanitation and hygiene (WASH) situation as well as improving the nutritional status of children. The programme aims at building the capacity of both community and government health care providers.

Country Representative / Coordinator Partner Projects
The responsibility of the Country Representative/Coordinator Partner projects is to coordinate, supervise and represent the partner implemented projects in Cambodia and to represent Malteser International as organization.
Responsibilities:
Coordinate and technically monitor the implementation of all partner implemented projects according to the objectives, indicators, work plan and approved budget (currently focusing on WASH and Community based Health Insurance). Ensure regular and proper project documentation and reporting according to Donor and Malteser standards, rules & regulations (interim and final reports, monthly reports) and link the projects closely and pro-actively to the programme level. Provide technical and managerial support to the national partner organisations implementing the CBHI and WASH projects in fulfilment of their duties according to project objectives and ensure compliance with Malteser policies and international standards, as well as in further development of their specific strategies. Maintain and further develop the country programme strategy based on Malteser International’s current profile in Cambodia in close coordination with the Senior Desk Officer at HQ. Design and develop new projects and ensure appropriate proposal writing and submission. Represent Malteser International on country level and develop/enhance key networking and partnership with relevant actors.
Qualifications:
Manager, preferably with master in Public Health and/or WASH background Experience with and knowledge of social health insurance mechanisms in developing countries would be an advantage At least 8 years of proven international experience in planning, implementing and managing humanitarian or development aid projects Diplomatic and negotiation skills in dealing with partners, different authorities, donors and institutions Sensitivity for other cultures Excellent ability to lead a team, work in a team and to mediate Fluency in English (written and spoken), German of advantage.
Conditions: Start Date: 01.02.2012 Duration of contract: 12 months (extendable) Location: Siem Reap, Siem Reap Province with frequent traveling to other locations Responsible to: Senior Desk Officer HQ Salary according to qualification and experience.
