Project Summary In June 2011, MSI was awarded the Independent Monitoring and Evaluation Contract (IMEC). Under IMEC, MSI will support verification, monitoring, evaluation, and reporting for USAID/Pakistan’s entire portfolio of projects. The goal is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism.

Position Summary The Gender Analyst will work with a four-person IMEC team to conduct a gender analysis of the agency’s stabilization programming. The gender analysis will collect and analyze information on gender related inequalities and disparities in various regions of Pakistan in order to help inform current and future program development to achieve more equitable development outcomes within the context of stabilization. The analysis will review existing and planned programmatic interventions to identify holistic approaches to addressing gender roles (both men and women) to lead to development oriented results. The analysis will address the following objectives:

• Provide an overview of the gender-specific roles and status of Pakistanis within the community, political sphere, workplace, and household in areas subject to ongoing violence. • Identify strategies and approaches USAID/Pakistan can use to better integrate gender considerations into its current and future stabilization programming. • Analyze the potential impacts of the Mission’s proposed stabilization strategy on the status of women in Pakistan, taking into consideration demographic and other variables. • Review key Government of Pakistan gender-related policies and programs and identify opportunities for collaboration and mutual strengthening of gender integration. • Identify those gender issues that are within USAID/Pakistan’s comparative advantage to address and which could potentially impact Pakistan’s economic and social development. • During this time, identify those gender issues which other donors are active in. This will enable USAID/Pakistan personnel to design interventions complimentary to existing programs and therefore avoid duplication of effort.

Responsibilities • Review and summarize key gender issues and gender-based constraints in Pakistan in areas where stabilization, intervention, and/or kinetic military activities are ongoing. o Security permitting, this shall also include field visits for one-on-one interview/focus groups with USAID/Pakistan implementing partners, local government actors, and former/potential project beneficiaries. • Review, analyze, and summarize ongoing stabilization activities and what they are/are not doing as it relates to women. o The team shall make concrete programmatic recommendations for current and future stabilization programming for USAID/Pakistan. • Develop mission-wide recommendations. o How USAID/Pakistan is to approach gender issues within the context of Pakistan. o What specific types of programmatic interventions are needed for women in areas prone to conflict and how to effectively integrate such mechanisms. o How the Government of Pakistan can provide services to both men and women in regions prone to instability. o How USAID shall ensure that its staff and implementing partners incorporate gender considerations throughout all stabilization interventions in a manner consistent with requirements of the ADS and sound development principles. o How USAID/Pakistan shall hold its staff and implementing partners accountable for failure to incorporate gender considerations throughout its programming. o How USAID/Pakistan shall liaise with the Government of Pakistan on this issue. • Prepare an interim report, with concrete recommendations, to be delivered via Power Point to USAID/Pakistan Senior Staff and Gender Specialist. • Complete a gender analysis report, of a maximum 30 pages in length, excluding an executive summary, annexes, and relevant supporting documentation. • This assignment will require visits to Khyber Pakhtunkhwa, the F.A.T.A., and with other regions within the country including but not limited to Peshawar. • This assignment will last approximately 30 days, based on a 6-day work week in Pakistan, and not to exceed five working weeks. • Expected timing of the assignment is early January through mid February, 2011.

Qualifications • At least 10 years experience relating directly to gender. • Previous experience conducting cross-sector gender analysis. • Experience in monitoring and evaluation, and familiarity with USAID policies, procedures, and practices.
• Experience in Pakistan and/or South Asia. • Experience in conflict affected states/regions is preferred. • Fluency in Urdu, Dari or Pashtu is helpful.
