Organizational Setting

The IAEA Secretariat is made up of a team of 2300 multi-disciplinary professional and support staff from more than 100 countries. They come from scientific, technical, managerial, and professional disciplines.

The Division of Information Technology provides support to the IAEA in the field of ICT (Information and Communication Technology), including information systems for technical programmes and management. It is responsible for planning, developing and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat and for managing central ICT services.

The IAEA's ICT infrastructure comprises state-of-the art hardware and software platforms in a partially decentralized environment. The Division has implemented an IT service management model based on ITIL (IT Infrastructure Library) and Prince2 (Projects in Controlled Environment) best practices.

The Network and Telecommunications Unit in the Infrastructure Services Section is responsible for the operation of computer network, telecommunications and audio and video streaming. It is also responsible for the operation of the core and border firewalls. The IAEA's in-house network consists of 2,500 desktop and notebook computers and over 100 servers, Windows, Linux and Mainframe. The network is standardized on Cisco 6500 switches in the core layer and Cisco 4500/3750 switches in the distribution/access layer. The firewalls are standardized on Nokia hardware with Checkpoint. Hands-on support and configuration is primarily provided to the infrastructure at Headquarters and in Seibersdorf, but standardized hardware and software is also provided to the field office in Monaco. A Wide Area Network between Headquarters, Seibersdorf and Monaco is in place based on MPLS technology.

Main purpose

As a technical team leader reporting to the Head of the Network and Telecommunications Unit, the IT Network Engineer assists to define and operate the IAEA's standard network environment, including hardware, software, security and associated policies and standards.

Role

The IT Network Engineer is: a specialist, providing technical solutions and guidance; the focal point for coordinating and delivering secure network and telecommunications; a solution provider, troubleshooting and fixing technical issues on network and telecommunications equipment; and a project manager, defining, planning and implementing network and telecommunications projects.

Partnerships

The IT Network Engineer collaborates extensively with all MTIT staff and all other IT staff in the IAEA. The IT Network Engineer is a service provider to counterparts and technical specialists throughout the IAEA, ensuring compatibility and coordination, provides technical leadership to other members of the team, and establishes working relationships with external service providers/vendors to ensure the design and delivery of secure and resilient technologies, resources and capabilities related to the network and telecommunications environment.

Functions / Key Results Expected

  • Service management: perform tasks to ensure the availability, performance and security of supported services within an agreed time frame. The service components include the software, hardware and operating systems. Tasks include the installation, upgrading, maintenance, monitoring and development of standard operating procedures.
  • Problem solving: investigate and resolve problems for services within his/her own area of responsibility, following ITIL processes.
  • Technical guidance: provide specialist advice based on professional expertise. Supervise colleagues and contractors, taking responsibility for the overall technical quality of their work. Provide on-the-job training and guidance to technical staff.
  • Design: provide expert planning and design capabilities for all network related issues in a complex multi-site environment.
  • Monitoring: operation of network monitoring systems and traffic analysis tools, capacity and performance monitoring including the quality of business/application services and security aspects.
  • Vendor management: liaise with vendors of network and telecommunications equipment within Austria and at remotes sites.
  • Project management: manage IT projects on a daily basis to ensure that projects produce the required results. This includes planning and monitoring the project, directing and motivating the project team, and creating project documentation.

Knowledge, Skills and Abilities

  • In-depth technical knowledge and demonstrated experience with Cisco routers, switches and wireless, including Quality of Service (QOS), Multicast, 802.1x, Network Admission Control (NAC), Access Control Server (ACS), Identity Based Network Services (IBNS), Wide Area Application Services (WAAS) and Multi Protocol Label Switching (MPLS) within a large enterprise network.
  • In-depth technical knowledge and demonstrated experience with Nokia/CheckPoint Firewalls, including operational support and maintenance using change management and incident management processes and creating documentation within a large enterprise network.
  • Strong technical knowledge of enterprise telephony e.g. Nortel/AVAYA PABX's, handsets and associated digital and analogue circuits or similar.
  • Strong technical knowledge of network management systems and tools. e.g. Solarwinds or similar.
  • Knowledge and experience of Unified Communications is desirable.
  • Knowledge and experience of ITIL processes is desirable.
  • Knowledge and experience of project management is desirable e.g. PRINCE2 or similar.
  • Ability to analyse complex technical problems, design and implement innovative and appropriate solutions.
  • Capability to transfer skills within a team environment. Provide specialist advice and guidance to technical staff.
  • Ability to deal with customers, colleagues and other technical staff in a courteous and friendly manner and as a team worker.
  • Ability to work in a multicultural environment with sensitivity and respect for diversity.
  • Ability to assess which results are important and focus resources to achieve them.
  • Ability to write well-structured technical documents and to deliver effective oral presentations.

Education, Experience and Language Skills

  • University degree in computer science, information management or a related field.
  • Minimum of 5 years of post-qualification experience as a Network Engineer in a large enterprise environment.
  • Certification in Cisco and/or Checkpoint and/or Nortel is highly desirable.
  • Experience in project management, including project planning, work assignment and supervision, and in progress review and reporting. Prince2 certification and experience would be an advantage.
  • Experience in ITIL would be an advantage.
  • Fluency in spoken and written English. Knowledge of another official IAEA language (Arabic, Chinese, French, Russian or Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 018 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $36 860*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
