Legal & Regulatory Executive BroadBand Infraco

Broadband Infraco is a State-led intervention to rapidly normalise telecoms market efficiency by commoditising only those parts of infrastructure that impede private sector development and innovation in telecoms service and content offerings. With this groundbreaking development comes the need to find enthusiastic South Africans with appropriate skills, qualifications and
experience to form part of this initiative.

LEGAL & REGULATORY EXECUTIVE

Key outputs: Reporting to the Chief Executive Officer, the incumbent will develop and implement regulatory and legal strategies and align these to the Corporate Plan. He/she will be required to provide internal regulatory advice on telecoms matters, ensure compliance and interact with regulatory bodies for the application and renewal of operating licences. The candidate will work with industry players and regulatory, policy and Government bodies and attend relevant forums within the telecoms and communications sector, with a view to representing the interests of the company. He/she will facilitate the delivery of legal opinion, offer litigation support to the company and develop, oversee and review contracts. Furthermore, the candidate will be required to track and assess the impact of existing and new legislation and present these to the respective business units, submit comments to regulatory authorities and Parliament and ensure compliance with legislation and licences. He/she will play a leadership role in aligning the company to ongoing Government policy developments in the telecoms sector.

Qualifications and experience: Candidates must hold a relevant LLB degree, plus at least 10 years’ commercial law experience (specifically litigation and labour law) in a large legal practice - with exposure to the drafting and review of commercial agreements on a Senior Management level - as well as 5 years’ technical regulatory experience in the regulatory department of a telecoms organisation. Training in Telecoms Law and Competition Law (Business Courses) would be an advantage. Established relationships and networks and a good understanding of processes in the telecoms regulatory and Competition Law environment, including the processes in respect of developing and implementing Government telecoms policies, are important.
