The International Rescue Committee is one of the largest providers of relief and development assistance in the Democratic Republic of Congo. In the eastern province of South Kivu, with an annual budget of more than US $20 million and close to 400 staff, IRC supports Congolese communities and institutions in the areas of emergency relief, health, gender-based violence, governance & community development, and education.

IRC is seeking a dynamic, experienced professional with a demonstrated background of success in managing a large logistics portfolio and excellent communication and inter-personal skills. The Logistics Coordinator is responsible for the planning, daily management, reporting and compliance with IRC policy and procedures for the logistics functions in the South Kivu province. Responsibilities include procurement, transport & insurance, information technology & communications, asset and property management and implementation of required security processes and practices in cooperation with the Deputy Director of Operations (DDO) and Security Coordinator.

The Logistics Coordinator oversees a team of over 60 staff (including 30 drivers) and directly supervises 5 Managers. This position is a member of the provincial senior management team and works closely with finance and program staff on budgeting and service planning to ensure timely and effective logistics services that support timely program implementation. Regular coordination is also expected with IRC headquarters and regional staff including the Global Procurement Unit, DRC HQ Director of Operations and the Senior Logistics Coordinator based in Kinshasa.

JOB REQUIREMENTS:

o University degree o Minimum of 3-6+ years of directly relevant international experience (ideally in Africa), preferably in relief/development work o Significant supervisory or team leader experience o Excellent organizational skills with regards to administration and logistics, and use of time effectively and efficiently. o Flexibility and ability to handle multiple tasks at one time. o Systems oriented - ability to design, implement and train. o Strong communication, interpersonal and diplomatic skills when in contact with the staff, and representatives of other national and international organizations. o Strong ability to train, motivate and mobilize national teams. Successful experience in training and/or workshop facilitation in a multicultural setting an advantage. o Must be able to work independently while being a strong team player. Ability to work well in unstable security environments, and with administrative and programmatic pressures. Must demonstrate flexibility to adapt to changing requirements. o Strong computer skills: must be highly competent in the use of Windows, MS office programs, email programs; database experience preferred. o Preferred experience in working with HF and VHF radios, satellite telephone and standard office equipment. o Fluent written and spoken French essential; fluent written and spoken English a strong advantage.

Specific Security Situation/Housing:

The Logistics Coordinator will be based in Bukavu. While security in Bukavu is generally calm, civil conflict is ongoing elsewhere in the Kivu provinces, and the area is considered unstable at times. Strict adherence to security guidelines is requested of all IRC staff. The Logistics Coordinator will be provided with comfortable shared housing overlooking Lake Kivu. This position is non-accompanied.
