Program Officer - Internet Freedom - Washington, DC

Position Summary
The Program Officer will assist in managing all program aspects for a portfolio of grants in the assigned region to include program design through implementation, monitoring and evaluation, financial management, fundraising, advocacy, outreach, administration, and backstopping field projects. He/she will report directly to the Senior Program Manager.
Some Duties and Responsibilities
  • Implement or use security procedures including secure communication tools to communicate with parties in at-risk counties
  • Follow, track and report on developments related to Internet Freedom
  • Lead monitoring and evaluation process, track and document program activities and its impact to ensure that all grant objectives are met
  • Contribute to development of program strategy, and assist in the implementation of overall strategy and vision for country projects and/or global areas of focus
  • Track and analyze budgets for accuracy, and provide projections and forecasts to help determine requirements
  • Produce financial documents such as reconciliations and advance requests in line with FH and donor requirements
  • Write contracts, MOUs, letters of agreement and other contractual documents as required
  • Write proposals, and coordinate proposal submission process, ensuring completeness, accuracy and timely submission
  • Schedule and arrange meetings and events, and liaise with internal and external contacts
  • Other related duties as assigned.

Qualifications


  • Bachelor’s degree in international relations, political science, or related field; Master’s degree preferred
  • Minimum of 4 – 6 years of related experience with a minimum 2 years experience in project management
  • Strong ability to communicate effectively in English, both verbally and in writing
  • Ability to communicate effectively in a second relevant language is preferred
  • Strong knowledge of democracy and human right principles and mechanisms, and understanding of democracy promotion
  • Strong knowledge of Internet safety, Internet privacy, and online free expression issues
  • Experience using secure communication tools such as PGP/GPG, Hushmail, Tor, etc.
  • Proven skills using social networking sites such as Facebook, Twitter, etc.
  • Mastery of MS Office Suite, and graphic design and video production skills preferred
  • Ability to apply accurate and strong database and records management skills
  • Ability to maintain the highest degree of confidentiality regarding all aspects of work at all times
  • Field experience in program region preferred
