Programme Analyst

Vacancy Announcement Number 11-FO-SA-63 Grade P-3 Deadline for Applications 6 January 2012 Duty Station Damascus

Under the overall supervision of the Deputy Director of UNRWA Operations and the direct supervision of the Field Programme Support Officer, the incumbent is responsible for leading and managing the project funded activities of Syria Field Office’s Programmes. In accordance with the established Agency policy and procedures, the incumbent will:

Primary Duties and Responsibilities • Design and implement accountability and control procedures and systems for project-funded activities of Syria Field Programme Operations; • Establish the Programme’s evidence-based planning and management mechanism through the collection, collation and analysis of data on issues relevant to project-funded activities; • Design appropriate outcomes/outputs indicators, targets and benchmarks to be used to monitor and evaluate the effectiveness and impact of all project-funded initiatives; • Monitor the implementation of specified projects to verify adherence to donor stipulations, grant agreement guidelines and deadlines; alert programmes when corrective action is necessary; • Prepare, maintain and update periodic and progress reports on UNRWA projects as required; • Liaise with external actors on issues pertaining to the Programme; coordinate similar activities and reports to supervisor; participate in Inter-Agency working groups as required;

Professional Knowledge and Experience • A university degree in development studies, economics, sociology or political science; • At least six years’ practical experience in the field of development, relief or political affairs; • Excellent command of written and spoken English.

Competencies • In-depth understanding of political, social and economic issues in the region; • Proven ability to operate in a challenging and dynamic environment; • Good grasp of local cultural norms, issues and concepts; • Excellent research and report/drafting skills; • Ability to develop clear goals and identify priority activities and assignments; • Proficiency in computer applications including internet, social science statistical applications, word processing, spreadsheets and database; • Ability to establish and maintain effective working relations with colleagues and others in a team environment and with people of diverse backgrounds, cultures and nationalities; • Proven critical thinking, creativity, innovative, analytical and drafting skills.

Desirable Qualifications • Advanced university degree in development studies, economics, sociology and political science; • Knowledge of Arabic.

Equivalency When the minimum requirements are not fully met, the Director of Human Resources may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualification, additional professional training and progressive relevant work experience. NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.

Additional Information The incumbent will be required to travel frequently throughout the Agency’s area of operations in the Middle East.

Conditions of Service
UNRWA offers an attractive compensation package including annual salary starting at $60,013 net tax free with dependants ($56,018 without dependants), plus post adjustment of 42.9% (subject to change without notice). Other benefits, subject to eligibility, include education grant, dependency allowance, home leave, pension fund, health insurance and 6 weeks annual leave. Initial contract is for one year, with the possibility of further extensions subject to the availability of funds and the continuing need for the post. Note: Given the changing security situation in the Syrian Arab Republic, family members of staff based in Damascus have been temporarily evacuated. While Damascus is still officially classified as a family duty-station, its classification is currently under review and may differ at the time of appointment or thereafter, in which case staff based in Damascus would be entitled to additional benefits accordingly, including the possibility of setting up a second household in a nearby location to have their family members nearby.
