Senior Advisor REDD+/Project Manager
’Promoting Forest Carbon Stock Enhancement as part of REDD+’

Based in Vientiane, Lao PDR with frequent travel to Hanoi, Vietnam
(International consultancy contract)

SNV has been working in Lao PDR since 2004. Using market based approaches, SNV is committed to reducing poverty by catalysing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+.
For Lao PDR and Vietnam, which contain large areas of degraded forests the issue of forest carbon stock enhancement should be an integral part of any National REDD+ Strategy. This project aims to advance understanding of forest carbon stock enhancement through exploring the technical and economic feasibility of different forest carbon stock enhancement strategies in pilot sites, across Lao PDR and Vietnam. The project will be carried out in close partnership with the Department of Forestry in Lao PDR and VNFORESTs.
SNV is seeking a highly qualified candidate to manage the project across the two countries.

Responsibilities
• Overall management of project; this includes managing staff, budgets and overseeing implementation of all aspects of the project; monitoring, outputs and milestones to ensure the objectives and indicators are being met;
• Coordinate and work closely with project partners in Lao PDR and Vietnam; this includes the Department of Forestry, UN REDD, World Bank etc
• Monitor consultants work in terms of delivered outputs against agreed milestones ensuring quality of advisory services delivered
• Collaborate and keep informed the National REDD+ Network and the REDD+ Technical Working Groups active in the countries
• Provide high level advisory services to the project; in particular around forest restoration
• Work in close collaboration with the SNV REDD+ team; in particular REDD+ officers in Lao PDR and Vietnam as well as provide support to the REDD+ Global Coordinator
• Timely preparation and submission of work plans, reports, budgets and other deliverables to BMU
• Liaise with relevant and projects and initiatives
• Profiling and positioning of the project through documentation and dissemination of good practices

Candidate profile
• Master degree in Forestry, Natural Resources Management, or similar. More specifically around Forest Landscape Restoration
• A minimum of 7 years of proven track record in forestry
• Good knowledge of REDD+
• Good knowledge and experience of silvi-cultural practices in South East Asia (Vietnam and Laos preferred)
• Extensive experience with forest technical issues and institutions in Vietnam and Lao PDR
• Strong leadership and coaching skills (internally and externally)
• Excellent interpersonal skills and high team work spirit
• Excellent communication skills in English, both spoken and written; ability to speak Laotian/Vietnamese is a plus
• Willingness and ability to travel regularly
• Excellent computer literacy

Contract Duration:
SNV Laos offers a one-year associate consultancy contract with the possibility of extension to 3 years and a competitive salary package.

Desired start date:
Ideally February/March 2012

Medical and educational facilities: Private clinics (French, Australian, and Thai).
Good education facilities: Few international schools – French, English and other - for primary and secondary education.
Security situation: No serious security risks.
Accessibility: Good road between Vientiane and the main regional cities; international airport with daily flights to Bangkok and other Asian destinations.
