South Africa Financial Analysts

RESPONSIBILITIES: Budgets: •Monitor Country Program and Regional performance against AOB and donor budgets (burn rate, etc).

•Provide assistance in developing program and regional roll up of AOB, including program and regional analysis

•Provide assistance in donor proposal budget development through cost and pricing analysis and trend analysis of historical expenses. This would mainly be at a program level, but may also require regional and corporate level analysis.

•Monitor RDUF, Surplus/ (Deficit), Program Income, Overhead, B&P at program and regional levels. Billing:

•Monitor Accounts Receivable for the Region including local donor bills receivables which are not currently in the system

•Coordinate responses to donor questions regarding PSI financial reports

•Review all donor invoices (both produced at HQ and field), including cost share requirements, Program Income reporting, Interest Earned reporting.

•Coordinate the review and research of Accounts Payable transactions made from DC Field Financial Information:

•Monitor the suspense balance at a program and project level.

•In tandem with Accounting coordinate with country program to ensure project related suspense items are corrected in timely manner, (ie. before the next donor invoice is generated)

•Manage the Operating Advance Request (OAR) process and coordinate with APM and Country Program as needed.

•Review cash balances in the field.

Audit: •Assist country programs with their country program audits requests (donor, project, inventory, external audits) as requested. This could include running reports for the country program, coordinating the request with the appropriate resource in DC and providing additional financial analysis.

•Support the country program and coordinate PSI resources to address audit recommendations (GIA, external, donor, etc) as requested.

•Maintain a list of finance admin staff for the country programs to assist the PSI Audit Liaison in request to the country programs. Capacity Building:

•Assist with capacity building and addressing country-specific needs through assessments, development of tools and short term technical assistance visits.

Inventory: •Assist Program Managers in monitoring inventory levels, inventory pipeline, and commodity forecasting - at Regional and Program levels

Reporting & Analysis: •Conduct analysis of regional financial status and trends, including periodic review of regional budget and target, program balance sheets, donor funding trends, obligation analysis, etc..

•Develop financial management dashboards (burn rates, PI monitoring etc)

Liaison:

•Serve as main liaison on financial issues between Regional Department, Accounting Department and field offices

•Other duties as assigned

QUALIFICATIONS: •BA in Finance or equivalent experience, MBA/MS Accounting preferred

•Minimum 3 + years Federal contract accounting regulations, and balance sheet review and analysis

•Ability to work in a fast-paced team environment

•Strong analytical and problem solving skills and ability to multitask

•Experience with accounting software, databases and spreadsheets

•Excellent interpersonal and communications skills

•Excellent organizational and multitasking capabilities

•Fluency in Portuguese, Spanish or French preferred

Preference will be given to candidates with work experience in a developing country; experience in auditing, financial training, and financial oversight of foreign entities; experience with Lawson; strong attention to details; and interactive nature.
