Organizational Setting

The Division of Radiation, Transport and Waste Safety develops and maintains standards for radiation protection, radioactive waste safety and safety in the transport of radioactive material that enable the beneficial uses of radiation to be exploited while ensuring appropriate protection of workers, the public and patients. It also assists Member States in the implementation of these standards and provides related appraisals and services.

The Regulatory Infrastructure and Transport Safety Section (RITS) is responsible for developing and providing Member States with safety standards, guidance and tools to foster regulatory infrastructure for the control of radiation sources, for the safe transport of radioactive material, and for managing information on the identification of needs in Member States that would be used to improve radiation, transport and waste safety.

The Transport Safety Unit is responsible for establishing and maintaining safety standards related to the worldwide safe transport of radioactive material, including the IAEA's Regulations for the Safe Transport of Radioactive Material, and to appraise the application of the safety standards in Member States. This includes efforts to foster the harmonized incorporation of the Transport Regulations and other associated safety standards by international organizations, and dangerous goods and modal organizations. In addition, the Unit manages projects concerned with key aspects of the Transport Regulations, provides training and public information materials and expertise in training related to the safe transport of radioactive material, and operates and maintains databases relating to transport issues. The Unit convenes meetings to guide its activities, involving experts from Member States and associated international organizations, including the periodic convening of the Transport Safety Standards Committee (TRANSSC). It also organizes training activities for Member States.

The environment of the Division of Radiation, Transport and Waste Safety is dynamic, participative and interactive with continuous inputs received from internal technical counterparts and external counterparts in Member States, from other international organizations and from the international scientific community.

Main purpose

Reporting to the Unit Head, the Transport Safety Specialist is responsible for implementing activities related to the safe transport of radioactive material.

Role

The Transport Safety Specialist is: (1) a substantive expert, developing and reviewing international recommendations and guidance related to the safe transport of radioactive material and; (2) an adviser, working with Member States and international organizations to identify means of improving the safe transport of radioactive material at the international level.

Partnerships

The Transport Safety Specialist engages counterparts in Member States and in other international organizations concerned with the safe transport of radioactive material to ensure the completeness and coherence of international guidance, and to promote both the national adoption of international safety standards and international cooperation in the area. In developing this approach, the Transport Safety Specialist works closely with the Unit Head, other staff in the Division, and with the appropriate departments in the IAEA in achieving the desired objectives and goals.

Functions / Key Results Expected

  • Develop, review and revise safety standards documents and guidance material on specific areas, ensuring they reflect international consensus and state-of-the-art knowledge and information and that they can serve as a basis for achieving a harmonized approach to the safe transport of radioactive material at the international level.
  • Provide advice to Member States and other international organizations on the safe transport of radioactive material with the aim of achieving harmonized application of the international regulations for the safe transport of radioactive material.
  • Strengthen appropriate forums in order to increase awareness in Member States and relevant international organizations of topical issues related to the safe transport of radioactive material.
  • Plan, organize, and lead complex technical meetings in the area of Transport Safety.

Knowledge, Skills and Abilities

  • Knowledge of radiation protection principles and the science on which they are based.
  • Thorough knowledge of the IAEA's Regulations for the Safe Transport of Radioactive Material and related safety standards publications including their practical application and the science on which they are based.
  • Communication skills: Oral and written communication skills including the ability to write and edit technical reports and deliver technical presentations.
  • Interpersonal skills: Ability to establish and maintain effective working relations with IAEA staff at all levels and with representatives of Member States. Ability to work as a team member in a cooperative manner with other colleagues.
  • Demonstrated ability to work in a multicultural environment with sensitivity and respect for diversity.

Education, Experience and Language Skills

  • Advanced university degree in science or engineering with specialization in an appropriate subject such as radiation protection, mechanical engineering, nuclear engineering or health physics.
  • Minimum of seven years of regulatory experience in the safe transport of radioactive material and radiation protection.
  • Demonstrable participation in the development and/or application of the IAEA's Transport Regulations and supporting documents essential.
  • Proficiency in written and spoken English. Knowledge of other IAEA official languages (i.e. Arabic, Chinese, French, Russian, or Spanish) an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $67 395 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $44 346*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
