Tunisia Programme Officer/Humanitarian Programme Officer

Oxfam’s program in the Maghreb is a multi country program comprising Morocco, Tunisia, the Sahrawi refugee camps in Tindouf, Algeria and, in future, programs in Algeria and possibly Libya. This multi country program is to be managed by Oxfam Novib as Oxfam Managing Affiliate working closely with Intermon Oxfam (in Morocco), Oxfam Italia (in Morocco) and Oxfam in Belgium (presence in Tindouf and Algiers), and Oxfam Novib (in Tunisia) who will implement programs in country and on key themes. The four Oxfam affiliates have developed a Joint Sub-regional Multi Country Cluster Analysis and Strategy (JCCAS). Intermon Oxfam is the humanitarian lead for Morocco, Oxfam in Belgium for Western Sahara and Oxfam Novib for Tunisia. ON will also monitor the humanitarian situation in Algeria and Libya and arrange for initial assessments as needed in case of an emergency. The Oxfam Maghreb program will focus on social and political participation, gender justice and supporting sustainable livelihoods work.

Having previously worked from Den Haag, Oxfam Novib will decentralise the Maghreb program in January 2012, with an office in Tunis, Tunisia. In this context we are looking for a

Objective of the position You will further refine and implement the Oxfam Maghreb strategy in close co-operation with local partner organisations and other Oxfam affiliates and you will ensure the effective, efficient coordination of the planning, implementation, monitoring and reporting of donor or Oxfam Novib funded programmes. You will monitor the humanitarian situation in Tunisia, Algeria and Libya and across the Maghreb multi country cluster, liaising with the humanitarian staff of other Oxfams working on countries in the Maghreb sub region and with relevant local partner organizations. You will lead and coordinate Oxfam Novib’s humanitarian preparedness and manage its humanitarian response in Tunisia in coordination with the ON Associate Country Director (ACD). The programme officer/ humanitarian programme officer reports directly to the Oxfam Novib ACD for the Maghreb.

Main tasks •In close co-operation with the Oxfam Novib team in the Maghreb, you will contribute to the implementation of the Oxfam Novib Maghreb sub regional strategy for 2011-2015, as well as in close cooperation with other Oxfams, the Oxfam Maghreb joint multi country cluster strategy. •You contribute to the development, implementation and monitoring of the annual plan and report to the ACD on the progress made, related to both Oxfam Novib grant management and program development. •You will maintain direct contacts with partners for the monitoring, evaluation and development of their programmes and their organisational capacities. You will ensure registration in our administrative system and that (digital) archiving of project activities is correctly done and maintained. •You will contribute to the identification, development and management of the portfolio of local partners and projects in Tunisia and on one of Oxfam Novib’s priority areas in the Maghreb (social and political participation, gender justice); you will appraise proposals for approval, and monitor spending on local partner proposals. You also coordinate the planning, implementation and monitoring of program activities. •You will actively engage in discussions with partners and other stakeholders on fostering funding opportunities and where needed develop programs and funding proposals with partners for external donors. •You will also provide technical input as required for the design of the program(s) and identify and undertake the selection of credible civil society organizations to partner with in the implementation of the programs. •You ensure that narrative and financial reporting and audits are met in line with donor requirements and Oxfam Novib policies and procedures. You maintain sound relationships with donors at operational level. You work closely with the Financial Officer and the ACD on this. •You will develop, review and implement the Oxfam Novib humanitarian preparedness strategy and investment plan in collaboration with ON staff, other affiliates and Oxfam partners. You will coordinate the appraisal and monitoring of ON’s and partners’ response capacity and coordinate humanitarian capacity building activities for all parties involved in order to achieve the objectives set in the preparedness strategy. •You will coordinate Oxfam’s ongoing monitoring of the humanitarian situation and of (interim) results of humanitarian interventions and contribute to representing Oxfam internally and externally regarding humanitarian matters as part of ON humanitarian lead role for Tunisia and humanitarian monitoring role vis a vis Algeria and Libya. •In the event of an emergency peak in Tunisia, you will support effective management of ON’s humanitarian response delivery with partners and advise the ON Associate Country Director in rapid decision-making about strategy, means and program implementation in a complex and changing environment. You will ensure effective programme management, financial and information management; In the event of an emergency in Libya or Algeria you will arrange for a first assessment to determine whether there is a need for Oxfam to respond. As needed you will coordinate with the Oxfam Novib Humanitarian Unit in The Hague and the Rapid Deployment Team. •You will develop the Oxfam security framework in country (for Tunisia) and coordinate with other affiliates in relation to security. You will act as security officer for Oxfam Novib on the basis of the agreed and regularly updated Security Management Plan.

You •have completed an academic degree in a discipline relevant to the specific areas mentioned in relation to development cooperation. •have demonstrated several years of relevant working experience in similar positions in the field in the Middle East and Maghreb region, ideally in the countries of the Maghreb, and an affinity with international development issues. •bring strong knowledge of and vision for humanitarian response as well as emergency response management, coordination and preparedness. •have specific expertise in one of Oxfam Novib’s priority programming areas (gender justice, social and political participation) as well as civilian protection and have direct experience working with non-governmental organizations. •are familiar with IHL, Sphere, HAP and gender issues. •have experience and knowledge of project cycle management, financial management and fundraising. ECHO experience is desirable. •have a solid understanding and knowledge of the rights-based approach. •have experience in organisational analysis & partnership, grant management & program development and fundraising to support humanitarian and development programs. •have excellent social skills and are a team player. •have excellent communication skills in English and French. Command of Arabic is an asset. •have the ability and readiness to travel throughout the Maghreb region including Western Sahara.

  We offer A salary based on Oxfam Novib scale 9, this is in the range of € 2.581,- to € 3.971,- gross per month. This is excl. 8% holiday fee, additional expat allowances will be offered.
