Job Responsibilities: Abt Associates is seeking a Resident TB Advisor / Team Leader for a USAID-funded project in Armenia that aims to strengthen the Armenian health care system and improve the quality of health services, with a particular focus on primary health care, maternal and child health, reproductive health/family planning, and tuberculosis (TB) control services (including MDR-TB) in Armenia. The Advisor’s primary responsibilities will be to help plan and manage the project’s TB activities, which are designed to build the capacity of the National Tuberculosis Program to prevent, treat and control TB infection in Armenia.

Specific responsibilities include the following:

Contribute to identifying causes and barriers to effective TB control and to designing and implementing country-specific responses to address common TB as well as MDR-TB. Provide support to National TB Program staff at the Ministry of Health and key TB specialists in program monitoring and evaluation, services budgeting and planning, and implementation of priority activities highlighted in the Armenia TB National Plan, WHO Green Light Committee recommendations for Armenia, and recommendations made by the WHO mission. Provide technical assistance to improve infection control measures in public-sector TB facilities and to improve prevention, diagnosis, and treatment for MDR-TB cases. Coordinate with the Global Fund to implement key program efforts that will arrest the spread of MDR-TB and ensure stronger reforms in health care financing and TB management that promote improved treatment outcomes, strengthened ambulatory care, reduced treatment defaulter rates, and improved active case finding and active defaulter tracing Develop assessments and reports as required; contribute progress updates to project programmatic reports. Coordinate and collaborate with USAID and other multilateral agencies working on TB and MDR-TB in Armenia.

Skills Prerequisites: Masters or Medical Degree in Public Health, Medicine, or other health-related field, with a focus on infectious diseases including TB. Minimum of 7 years working on TB in the health development field or as a TB practitioner in Armenia and/or other countries in the former Soviet Union. Experience with TB drug management, TB case management (especially MDR-TB and XDR-TB), service delivery strengthening, social mobilization and stigma reduction, laboratory management and networking, and quality assurance. Experience working with high level policy makers, bilateral and multilateral donors, and other implementing partners to develop and operationalize national frameworks for TB care and prevention with special emphasis on MDR-TB. Demonstrated experience successfully designing, implementing and documenting TB projects. Fluent in Russian or Armenian. Excellent oral and written communications skills in English.
