Project/Proposal Summary:
Management Systems International, an international development consulting firm based in Washington, D.C., in partnership with the National Center for State Courts (NCSC) and Development Professionals, Inc. (DPI) is implementing the Judicial Reform and Government Accountability Project (JRGA) in Serbia. This is a five-year USAID-sponsored initiative. The objectives of the JRGA project are to strengthen the rule of law, the independence of the judiciary and the administration of justice in Serbia; to strengthen the ability of the Serbian government, Independent Agencies, and civil society to detect and prevent corruption; and to increase public awareness of the judicial sector and anti-corruption reforms.

Position Summary: The expert will focus on a) preparing for and speaking at a working session on data breach management in Serbia, and b) providing direct assistance to the office of the Information Commissioner in developing data breach policy. The short-term consultant will be contracted for up to 17 contiguous days between February and April.

Responsibilities:
• Helping JRGA and the Information Commissioner to design and prepare for a working session on data breach management. • Speaking at and facilitating the working session. • Conducting an assessment of Serbian data breach prevention mechanisms, regulations and practices, including procedures for transferring data abroad. • Providing information on international best practices on data breach. • Providing training to staff of the Commissioner’s Personal Data Protection Department and other interested stakeholders. • Participating in policy development and other working groups as required. • Providing technical assistance/advice on related matters, as required.

Qualifications: • Substantial experience in management of, or policy development for, data breach or personal data protection. • Extensive knowledge of comparative (and especially EU) data protection schemes is desirable. • Knowledge of or experience with government, private sector, and public concerns about data protection and privacy is desirable. • Graduate level degree in law, public administration, political science or similar field preferred. • Several years of relevant practical experience. • Directly relevant regional, cultural, and developmental experience are all highly desirable.
