Whistleblower Protection Expert

Project/Proposal Summary:
Management Systems International, an international development consulting firm based in Washington, D.C., in partnership with the National Center for State Courts (NCSC) and Development Professionals, Inc. (DPI) is implementing the Judicial Reform and Government Accountability Project (JRGA) in Serbia. This is a five-year USAID-sponsored initiative. The objectives of the JRGA project are to strengthen the rule of law, the independence of the judiciary and the administration of justice in Serbia; to strengthen the ability of the Serbian government, Independent Agencies, and civil society to detect and prevent corruption; and to increase public awareness of the judicial sector and anti-corruption reforms.

Position Summary: The expert will assist the Serbian Anti-Corruption Agency in developing a whistleblower protection law suitable for the region and for Serbia’s EU membership aspirations. The expert may also work with the Agency on implementation of the existing law and rules. The short-term consultant will be contracted for up to 17 contiguous days between February and April.

Responsibilities:
• Assist in planning and drafting of whistleblower protection law. This will include providing expertise, participating in discussions, offering relevant best practices, and may include some actual drafting. • Advise on implementation or amendment of existing whistleblower protection rules. • Assist in development of office procedures for whistleblower protection. • Provide technical assistance/advice on related matters, as required.

Qualifications: • Substantial experience with whistleblower protection policies and approaches. • Extensive knowledge of comparative (and especially EU) whistleblower protection policies is desirable. • Graduate level degree in law, public administration, political science or similar field required. • Several years of relevant experience. • Directly relevant regional, cultural, and developmental experience are all highly desirable.
