The IDB is looking for an outstanding individual and people manager for Chief, Accounting Control Unit

The Finance Department of the Inter-American Development Bank (IDB) is responsible for the mobilization and administration of the Bank's financial resources. The Accounting Control Unit (ACO) under the Finance Department's Accounting Division is responsible for all accounting operations of the Bank, monitoring, controlling, and reporting the accounting activities for loans and grants, borrowings, investments, derivatives, capital, payroll, fixed assets, and administrative accounts & ensuring compliance with established accounting policies and procedures. As a people manager of approx 20 staff and member of the Finance Department’s Management Team, the Chief provides leadership & direction to the Unit in line with business objectives.

KEY RESPONSIBILITIES:
- Leads accounting operations of the Bank by directing the activities of three groups: Capital Markets, Loans and Grants, and Corporate Accounting Groups.
- Oversees the review, monitoring, and validation of valuation reporting for financial instruments, as well as financial models. Oversees assessment of accounting implications of new Bank investments, borrowing & derivative financial instruments, lending and other financing products, and administrative budget policies and procedures, as well as new transactions.
- Assists business units in interpretation and application of accounting policy & procedures. Ensures compliance with GAAP, professional guidelines, & Bank's COSO control framework.
- Advises Management on and resolves complex accounting issues; leads design, implementation, maintenance and control of financial systems and reporting platforms; monitors activities of off-site accounting transactions Service Center; establishes goals and expectations for ACO staff and ensures timely feedback/guidance to optimize performance.

ELIGIBILITY CRITERIA: Master's degree in finance, business administration, accounting, or other relevant field, MBA, or equivalent degree required. Certification to practice public accounting required. At least 10-15 yrs of relevant work experience, with at least 5 yrs in public accounting required. Experience should include accounting & reporting for capital market transactions, including borrowings, investments, and derivatives, as well as multi-currency accounting and internal controls. Financial institutions experience, either directly or as an independent auditor, a must. Good working knowledge of valuation of financial instruments. People Management: Professional & personal stature to lead technically strong teams. Systems: Proficiency in use of MS Office package, Treasury and Loan mgmt systems, and general ledger, as well as solid understanding of complexity of systems development phases and systems integration necessary. Languages: Proficiency in English required, with proficiency in Spanish highly desirable.
