Chief of Party, West Bank and Gaza Effective Governance Program opportunity

Objective:

DAI is seeking an experienced Chief of Party (COP) for an anticipated USAID-funded project in the West Bank and Gaza. The position will be based in Ramallah, West Bank.

The overall goal of the program is to build more effective and competent Palestinian Authority (PA) public institutions that are accountable to the public and respond to citizens' needs. The objectives of this activity are to support the Palestinian Authority (PA) public sector reform efforts by assisting the PA to strengthen the operational and management capability of key ministries and public sector institutions to govern more effectively; improve mechanisms of service provision; strengthen legal and policy formulation processes; enhance the performance of targeted PA institutions, and bolster accountability and oversight mechanisms. This program will support key elements of the PA's reform and development agenda. Activities will be closely coordinated with the Prime Minister's Office, the Council of Ministers, the Ministry of Planning and Administrative Development, and other targeted ministries and institutions, other relevant USAID-funded projects as well as with other donor organizations.

This program will focus on core public administration functions: fiscal management, personnel management and administration, leadership/communications, resource management, law and policy development, strategic planning, monitoring and evaluation, information technology, and technical skills. Additionally, ethics and anti-corruption will be cross-cutting themes. The program will support the PA's commitment to strengthen government regulatory and oversight bodies, and will focus on improving delivery of key services by targeted PA ministries and institutions that result in tangible benefits to citizens. The program will also strengthen selected independent bodies responsible for accountability and oversight of PA functions.


Qualifications


Core Responsibilities:

  • Integrate project activities to achieve targets;
  • Provide overall strategic guidance in engaging public sector institutions and implementing project activities;
  • Direct staff development, team building, and strategic planning;
  • Serve as principal point of contact on contractual and substantive matters with USAID and all partners;
  • Ensure that all contract deliverables are completed on schedule and ensure quality;
  • Have final authority on project financial and administrative decisions;
  • Interface with DAI Bethesda and DAI Palestine;

Required Qualifications:

  • More than 15 years of experience working at the National/ Executive Government level, extensive expertise in public sector strengthening, strategic planning, financial management, and/or human and institutional capacity building.
  • 10 years or more of relevant experience in an advisory capacity to foreign governments, for instance in strengthening the legal and regulatory environment; raising administrative performance levels; providing effective service delivery; improving fiscal management and other areas relevant to the project's scope of work.
  • Minimum of 5 years experience working in Middle East and North Africa region;
  • Chief of Party/Project Director experience in politically sensitive environment required;
  • USAID project experience required;
  • Arabic language skills preferred;
  • Masters degree or higher in Public Administration, Public Policy, Political Science, International Development, Economics, or related field required.
