The Grants Manager will be responsible for sound financial and administrative management, timely financial reporting, and overseeing sub-grants and associate awards. S/he provides direct support to and supervision of the consortium partners, including oversight of financial and administrative compliance, and timely flow of funds to partners. The Grants Manager will supervise the Small Grants Management Specialist.
Responsibilities
Grants Management
- Manage subgrants and Associate Award processes.
- Review Associate Award budget submissions and make recommendations in response to Associate Award RFAs.
- Review subgrant and Associate Award agreements to ensure that they comply with all USAID and Save the Children regulations and requirements.
- Develop tools/reports to facilitate grants budget monitoring and management.
- Develop system to monitor and report grant cost sharing.
- Provide training on grants management to grantees as needed.
Budget Management
- Monitor project budget and expenditures.
- Develop system to monitor and report project cost sharing.
- Track reporting schedules and ensure timely submission of project financial and administrative reports to USAID.
- Serve as financial and budget liaison to principal partners.
- Ensure that all financial transactions – grants, procurement, purchases, travel, etc. – are properly documented and in compliance with internal procedures and donor requirements.
- Prepare project amendments, and cost and no-cost extensions
Administration
- Procure necessary and approved equipment for project staff.
- Ensure compliance with all human resources policies of Save the Children and donor regulations.
- Supervise the Small Grants Management Specialist.
Requirements:
- MA/MS Degree (preferred) or BA/BS in Business Administration, Grants/Contracts Management, Accounting or related field.
- Minimum of five years of progressive experience in financial management and oversight of U.S. Government-funded grants and contracts compliance. Experience with an international NGO preferred.
- Strong, detailed knowledge of U.S. Government and USAID rules and regulations for grants and cost principles for non-profit organizations.
- Excellent computer skills, especially with using Excel for advanced and complex budgeting and tracking.
- Ability to create, update, analyze, and present project finance and budget reports.
- Proficiency in foreign language in addition to English preferred (e.g., French/Spanish).
