Head of People Strategies WorldFish Center Penang

The WorldFish Center, a CGIAR Consortium Research Center, is an international, nonprofit research organization. CGIAR is a global research partnership that unites organizations engaged in research for sustainable development. CGIAR research is dedicated to reducing rural poverty, increasing food security, improving human health and nutrition, and ensuring more sustainable management of natural resources. It is carried out by the 15 centers who are members of the CGIAR Consortium in close collaboration with hundreds of partner organizations, including national and regional research institutes, civil society organizations, academia, and the private sector.

The WorldFish Center is committed to meeting two key development challenges: 1) improving the livelihoods of those who are especially poor and vulnerable in places where fisheries and aquaculture can make a difference and 2) achieving large scale, environmentally sustainable, increases in supply and access to fish at affordable prices for poor consumers in developing countries.

HEAD OF PEOPLE STRATEGIES
Under the direction of Director People and Organizational Development, the incumbent will lead the WorldFish HR team, determine strategic HR needs and partner with leaders / managers to enable strategy execution.
Key Responsibilities
· Provide leadership in developing and implementing strategic and operational HR plans, and oversee consistent and equitable implementation of policies, processes and procedures that meet legal requirements and support the WorldFish values.
· Provide strategic and specialised leadership for the center’s recruitment and remuneration systems approaches;
· Contribute to and manage a three year rolling business plan for HR in line with strategy and the WorldFish values;
· Manage HR plan execution and implementation of key HR projects and deliver agreed quality, efficiency and effectiveness in both Headquarters and country programs;
· Provide strong business partnerships with leaders and managers, advise on strategic and operational initiatives;
· Participate in the consortium HR forums and collaborate with peers from other centers;
· Provide leadership and management of the HQ HR team through team building, coaching and mentoring;
· Contribute to organizational development plans and facilitate / deliver initiatives in partnership with the Director People and Organizational Development;
· Contribute to development of organizational competencies through targeted and aligned interventions;
· Contribute to innovation and knowledge at the Center by staying abreast of changes and best practices within the sector; and
· Contribute to workforce management and succession planning discussions with leaders and managers throughout WorldFish.
Candidates are sought with
· Masters / MBA in General Management / Human Resources, or equivalent;
· 10 years experience in Human Resources with 5+ years in a senior role;
· Knowledge in using Microsoft Office applications (Outlook, Word, Excel, Power-point), mobile and virtual office tools;
· Excellence in People Leadership, Development and Management;
· Breadth of experience in developing HR strategy and in execution, preferably depth of experience in leading HR in changing environments;
· International / regional HR leadership, multi-country experience preferably across multiple regions, cross cultural experience;
· Strong negotiation / influencing skills and excellent communication, written and spoken in English with strong listening skills;
· Understanding and knowledge of international labor law, recruitment and remuneration strategies, and contracts;
· Willing and able to travel extensively for work;
· Experience in non-profit environment, consulting experience preferred.
