HRS Administrator - Staffing Services

This position, reporting to the HRS Business Partner: Staffing Services, operates at the HRS administrator level, and is responsible for ensuring that all documents relating to search activities are created and maintained in accordance with approved policies and procedures in a cost-effective, efficient, and timely manner.



Duties

1. Administer the HRS Board-approved policies and procedures related to the recruitment and selection of national and international personnel on regular and fixed-term contracts, as assigned by the HRS Business Partner: Staffing Services.

2. Support staffing activities in an efficient, effective, and timely manner by

• receiving, processing, and posting all job advertisements in external media on receipt from HR Advisors;

• sending information packs to all shortlisted applicants;

• compiling short listing and interview packs for supervisors and managers;

• ensuring that all Search Committee and Panel members have attended relevant training courses prior to participating in interviews;

• assist the HRS Business Partner: Staffing Services with the production of monthly recruitment and selection information and reports, including advertising, external vendor usage, gender and diversity monitoring, and specific recruitment, related management information, including time to fill and cost per hire, etc.

• maintaining the central search status report for the unit and updating daily;

• liaison with external vendors as required;

• liaising with other HRS units to ensure effective onboarding, including

• Organization and People Development Services to ensure initiation of Orientation;

• Compensation, Benefits, and Reporting Services to ensure appropriate offering and search closure, including the issuance of appointment letters, and coordination regarding onboarding issues such as visa requirements, etc

• setting and recording the proceedings of the weekly staffing meeting.

• setting the quarterly staffing meetings with OU Heads.

• setting the quarterly staffing meetings with PPC (Program Planning and Coordination)

3. Administer the process of internal lateral transfers.

4. Coordinate the

• Work Experience (on-the-job trainees) Program and
• Graduate Recruitment Program.

5. Provide logistical support to HR Advisors and coordinate with CPS in the promotion of IRRI at recruitment and careers events.

6. Ensure that the IRRI Recruitment Website is well maintained and up to date.

7. Maintain sufficient stocks of written information to inform employees of recruitment and selection policies and processes; ensure HQ Employee Kiosks are fully stocked and that all Country Offices have adequate supplies.

8. Support HRS Advisors in interactions with Search Committees and Panels as requested.

9. Use technology to support the staffing process, including

• maintaining and updating the HRS information system and other related files;

• providing ideas regarding the design and development of e-tools to support employee self-access to recruitment and selection information;

• supporting the ongoing development and updating of the interviewee information kit; and

• compiling data and recruitment life-cycle information as requested.

10. Work with other HRS teams as necessary, including

• providing information to other HRS team members to support effective recruitment, orientation, and advancement activities;

• supporting job evaluation, classification, lateral transfers, and promotion processes as required; and

• ensuring efficient and timely submission of documentation to Finance.

11. Provide cover, as and when required, for other Staffing team members.

Undertake routine office duties as necessary to support the Staffing team.


Qualification requirements:

• Bachelor’s Degree in Human Resource Management, Personnel Management, Industrial Psychology, Business Administration, Communication, or another discipline that provides suitable basic knowledge.

• Minimum of 2 years of recruitment administration experience required, with exposure to recruitment compliance and a proven ability to provide administration services to a high degree of accuracy, Customer-service ethic, Self-motivated and capable of working independently, ability to multi-task and manage a large and variable work load, ensuring timely and accurate completion of assigned work.

• Computer literacy, including knowledge of basic software applications and familiarity with the Internet and email communications, must be fully aware of the sensitivity and confidentiality of the function and act upon it.

• Good English writing and speaking abilities essential.

• Experience in working in an international setting, experience in organizing, filing, planning, and reporting
