HRS Advisor - Staffing Services

The successful candidate will be responsible for partnering with IRRI supervisors and managers to ensure that the Institute attracts and hires quality candidates to fulfill our human resource needs in a cost-effective, efficient, and timely manner. The position is for a fixed-term contract for a period of 12 months.



Duties

1. Administer the HRS Board-approved policies and procedures related to the recruitment and selection of national and international personnel on regular and fixed-term contracts, as assigned by the HRS Business Partner: Staffing Services.

2. Deliver high-quality and timely professional support and advice to supervisors and managers at HQ and in Country Offices in such areas as the
a. preparation of job profiles within job families and job code hierarchy in support of the organizational structure;
b. establishment and general guidance of Search Committees and Panels;
c. development of appropriate search strategies, including creation and positioning of advertisements;
d. engagement of external recruitment vendors as approved by the HRS Business Partner: Staffing Services;
e. provision of technical support to the short listing process;
f. provision of general logistics support and an HRS panel presence to ensure that interviews are conducted in a clear, and appropriate manner;
g. use of approved assessment tools, including seminars, case studies, psychometric tests, personality questionnaires, group activities, pre-employment testing, etc.
h. written and verbal reference checking; and
i. liaison with Finance and other departments to ensure appropriate offering and search closure, including the issuance of appointment letters, and coordination regarding on boarding issues such as visa requirements, etc.
3. Maintain an effective staffing internal communication approach, which includes
a. the distribution of verbal and written information to inform employees of recruitment and selection policies and processes, and
b. assisting supervisors and managers to develop, maintain, and update staffing plans.
4. Interface with assigned Search Committees and Panels frequently, maintaining a strong relationship with them throughout the search process, and ensuring that participants receive training and information sessions as necessary.
5. Participate in the development of different channels of recruitment to keep the cost of hiring at a minimum level, including
a. attendance at university outreach strategies and job fairs;
b. cultivating relationships with other key external sources of future talent;
c. ensuring that all recruitment clearly reflects IRRI’s commitment to gender and diversity;
d. coordinating local and overseas recruitment campaigns under the guidance of the HRS Business Partner: Staffing Services; and
e. providing feedback to the HRS Business Partner: Staffing Services on the performance of external vendors and other partners in hiring.
6. Participate in ongoing work aimed at continuously improving the recruitment process in terms of service efficiency and cost effectiveness, including assisting the HRS Business Partner: Staffing Services in
a. regularly evaluating and refining recruitment internal/systems, tools, and processes.
b. researching, identifying, and implementing novel methods of recruiting; and
c. designing and producing appropriate recruitment material in conjunction with CPS (Communication and Publications Services).
7. Use technology to support the staffing process, including
a. maintaining and updating the HRS information system and other related files;
b. contributing to the maintenance of a user-friendly recruitment Web presence;
c. maintaining an efficient and user-friendly online application process with automatic acknowledgment of receipt;
d. providing ideas regarding the design and development of e-tools to support employee self-access to recruitment and selection information;
e. supporting the development and updating of the interviewee information kit; and
f. providing data and recruitment life-cycle information as requested.
8. Maintain up-to-date knowledge of job market and trends.
9. Work with other HR teams as necessary, including
a. providing advice to other HRS team members to support effective recruitment, orientation, and advancement activities;
b. participating in job evaluation, classification, lateral transfers, and promotion processes as required;
c. ensuring efficient and timely submission of documentation to Finance; and other staffing-related activities as required.

Qalification requirements:
• Bachelor’s Degree in Human Resource Management, Personnel Management, Industrial Psychology, Business Administration, Communication, or another discipline that provides suitable basic knowledge.
• Minimum of 3 years of recruitment experience required
• Significant experience in recruitment compliance and a proven track record of success
• Knowledge of the local employment market and community resources
• Experience in use of external vendors and alternative sourcing methods
• Strength in developing and maintaining customer-based relationships
• Self-motivated and capable of working independently
• Ability to multi-task and manage a large and variable work load ensuring timely and accurate completion of assigned work
• Computer literacy, including knowledge of basic software applications and familiarity with the Internet and email communications
• Must be fully aware of the sensitivity and confidentiality of the function and act upon it.
