| Division Context The Office of Audit and Oversight (AUO) provides independent and objective assurance and advisory services designed to add value and improve the operations of IFAD. It helps IFAD accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control and governance processes. AUO also reviews and investigates possible or alleged irregular practices, including staff misconduct, fraud and corruption in IFAD activities, and actively promotes ethics, accountability, quality and continuous improvement in IFAD operations. |
| Duties and Responsibilities Under the general guidance of the Senior Audit Officer, AUO, the incumbent will perform IT related tasks and will participate in audit, investigation and anti-corruption activities of the Office of Audit and Oversight. The incumbent will generally plan and conduct reviews of IT supported IFAD processes and IT systems as integrated elements of internal audit or investigation activities or as IT-specific audits as a member of an team. More specifically: - Contribute to planning the assignment strategy, determining the audit procedures and scope, and preparing the audit programme
- Assess the integrity of software applications, evaluate the efficiency and effectiveness of IT infrastructure, applications and security
- Assess the adequacy and effectiveness of internal controls performed by IT systems and those related to supporting the development and management of the IT systems themselves
- Assess the efficiency and compliance with related administrative, procedural, and managerial aspects
- Provide directly or support externally obtained IT forensic services, as required, to support investigations, in particular for data and information extraction and analysis
- Develop and support development of continuous auditing/investigation mechanisms
- Liaise with relevant IFAD staff as needed to plan and perform the audit / investigation work in such a manner as to ensure good working relations, and appropriate discretion and confidentiality when necessary
- In a timely manner, bring to the attention of the team leader or Supervisor any issues or concerns arising during the course of the audit / investigation work
- Provide ad-hoc consultation or technical advice to other auditors / investigators on IT-related matters
- When necessary, present the results to managers and staff; draft the relevant report and other audit communications relating to the assignment
- Perform any other special studies, field missions or examinations as assigned by the Supervisor

| Education and experience - A university degree in business, accounting or related field with emphasis in IT-related aspects (IT-auditing, ERP systems, network security, etc.) or a university degree in computer science, engineering or related field.
- A professional qualification in IT-auditing (CISA or RE) would be a strong asset, and other IT-related certifications would also be considered an advantage (CISM, CGEIT, CRISC, CISSP or similar). Audit or accounting qualifications (CIA, CPA or similar) would also be considered a benefit.
- Work experience of at least 3 years in any of the following areas: IT-auditing, or IT management related to finance, accounting, or international banking, or other area relevant to the duties and responsibilities as indicated above.
- Some specific experience in IT application audits, IT general controls assessments and/or IT project audits/management would also be considered a minimum.
- Experience using data analysis software, such as ACL, and with Computer Aided Auditing Techniques (CAATs) would be an advantage

| Technical and Functional Competencies Required - Excellent understanding of IT general controls and IT security practices
- Good working knowledge of standard MicroSoft Office software applications
- Good understanding and practical knowledge of ERP (preferably with Oracle or PeopleSoft) and operating systems (Windows and Linux), client/server computing environments, and web-related security
Preferred - Experience with auditing operating systems and ERP systems
- Experience with implementing/auditing based on COBIT
- General knowledge of international accounting standards and auditing requirements
- Demonstrated ability to undertake autonomously audit tasks, including planning, testing, reviewing and reporting
Competency profile - A dynamic individual with an independent and questioning character, who has a pro-active attitude and a high-level of integrity
- Ability to work autonomously and in teams, and ability to communicate well, especially concerning technical issues with non-IT professionals
- Ability to work under minimum supervision in a multi-cultural environment, and good judgement to handle confidential matters appropriately
- Ability to perform accurate and reliable work, to seek and accept guidance, and to provide feedback to colleagues and supervisors.
Communication - Excellent written and verbal communication skills in English; including the ability to set out a coherent argument in presentations and group interactions.
- Working knowledge in French, Arabic or Spanish also an asset.
