Programme Coordinator, Climate Governance Programme Transparency International
Transparency International (TI) is the global civil society organisation leading the fight against corruption. Through more than 90 chapters worldwide and an international secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.
Background
TI’s Climate Governance Programme aims to promote better transparency, accountability, and integrity in the financing and implementation of climate change projects and programmes for adaptation and mitigation including reduced emissions from deforestation and forest degradation (REDD). Building on TI’s experience and tools to enable research, capacity building, networking and advocacy, the Programme aims to enable climate governance stakeholders to support the development and implementation of transparent global and national climate policies. The Programme currently operates in nine “pilot” countries: Bangladesh, Dominican Republic, Indonesia, Kenya, Maldives, Mexico, Papua New Guinea, Peru, and Vietnam.
Programme research involves (1) mapping and assessing the transparency, accountability, integrity and independence of climate finance institutions and mechanisms globally and nationally and (2) conducting corruption risk assessments in climate change sectors with a current focus on the REDD/forest sector.
Programme capacity development actions aim to develop the climate finance and governance knowledge of stakeholders (including business and civil society) so that they are better enabled to participate meaningfully in climate change policy development and monitoring. Activities include producing e-learning tools and organising training workshops.
Programme networking actions involve supporting and facilitating knowledge-sharing amongst researchers and practitioners on climate finance and governance issues related to adaptation, mitigation and REDD.
The Programme promotes research-based advocacy as inputs and contributions to climate policy development.
To help implement the programme, TI seeks a Programme Coordinator. This position requires strong project management skills and experience in capacity building, network coordination and fundraising. It also requires well-developed communication skills to work with stakeholders representing various professional and cultural backgrounds.
Main function: | The Programme Coordinator coordinates the work flow, financial and administrative management of the Climate Governance Integrity Programme (hereafter CGI Programme), ensuring that agreed goals, best practice standards, donor obligations and TI Secretariat regulations are met. The Programme Coordinator will be the main point of liaison between staff from project countries and staff based at TI’s secretariat. Externally he/she will be expected to act as a spokesperson for TI’s climate governance anti-corruption agenda. This will involve participation in relevant events both locally and internationally, and active engagement in climate and corruption networks. |

Responsibilities:
- Ensure that all donor contractual obligations (financial management, fund transfer requests, procurement regulations, etc.) are met in a professional, transparent and timely manner
- Prepare CGI Programme financial and narrative reports for donors
- Develop, maintain, coordinate and monitor the implementation of CGI Programme-wide work plans, budgets, reporting cycles, and information systems across the TI secretariat
- Develop and administer sub-grants and contracts with Chapters and external service providers (including financial management and results reporting), ensuring timely and cost effective delivery of results and activities
- Ensure the smooth administrative execution of CGI Programme activities
- Provide required support and creative thinking in the development of the overall Programme strategy and funding applications and negotiation of contracts for the strengthening of programme actions in pilot countries and the scale-up of the Programme to include additional countries and priority areas of engagement
- Present the work of the Programme to relevant stakeholders and at relevant events both locally and internationally, and through active engagement in climate and corruption networks
- Any other tasks identified by the line manager necessary to ensure that CGI Programme is implemented successfully
Knowledge, experience and skills:
- Undergraduate university degree or professional qualification in business administration, management, finance, social science, public administration, economics, or another relevant field
- 4/5+ years of project management experience with an International NGO or International Organisation, or Multinational Organisation with a demonstrated in depth knowledge on project management best practices
- Experience in multi-country project management including planning, organising, critical thinking, problem solving, negotiation, conflict management and team working skills
- Experience in grant proposal and strategy document writing
- Experience is using communications software and platforms for e-learning, networking and knowledge and content management
- Experience in working in cross-cultural environments with a developed sensitivity to different communication styles
- Fluency in English
- Computer skills (including Microsoft Excel, PowerPoint and Project expertise)
- Willingness to travel
TI Secretariat reserves the right to appoint to another staff level subject to education and qualifications.
