Resources Development Coordinator, Bilateral Donors and European Commission

Transparency International (TI) is the global civil society organisation leading the fight against corruption. Through more than 90 chapters worldwide and an international secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.

The Resource Development Department’s mission is to provide unrestricted funding to the TI-Secretariat, to assist its regional and other department’s efforts to raise programmatic funds and to offer fundraising technical support, advice, and training to TI National Chapters. We sit at the centre of the organisation, having strong relationships with all of the regional, thematic, research, communications and support teams at the Secretariat.

Main function:

The Resources Development Coordinator Bilateral Donors and European Commission (EC) is responsible for programmatic and project fundraising from the EC and a range of bilateral donors. It is estimated that 50% of the time will be spent on EC funding, and 50% on bilateral donors.

Responsibilities:

Focusing on bilateral donors (Foreign Ministries, Development Agencies and other) and the EC, the selected candidate will:

  • Identify and research donor opportunities for TI Key Programmes, Projects contributing to Key Programmes, and other TI deliverables
  • Advice and assist TI departments on project design, proposal development, contract negotiations, and donor reporting
  • Working with Resources Manager to oversee TI engagement with bilateral and multilateral donors ensuring a strategic and coordinated approach
  • Keep abreast of developments in EC funding (annual work programmes, funding priorities, contractual/financial rules and regulations, etc) and provide technical and specialist support to TI departments on EC funding; from project applications (including budgets), contract negotiations, contract management to reporting.

Knowledge, experience and skills:

  • University degree (or equivalent relevant experience) in International Relations; European Studies; other Political, Economic or Social Science Disciplines; or other relevant fields
  • Minimum five years experience in fundraising, proposal writing, contract negotiations, and donor reporting (including financials), with a focus on bilateral and multilateral donors.
  • Proven work experience with and in-depth understanding of EC funding procedures, rules and regulations (including budgeting, reporting, etc)
  • Prior experience with at least one DG is essential as the successful candidate is expected to advice on various DGs; Research & Innovation; Development and Cooperation (EuropeAid); Home Affairs
  • Good understanding of programme design approaches (logical frameworks at minimum)
  • Flexible, capable of working under pressure and against deadlines
  • Excellent communication, impeccable presentation and strong networking skills
  • Complete fluency in written and spoken English is essential; other European languages (particularly Spanish and/or French) are a definite asset.

TI Secretariat reserves the right to appoint to another staff level subject to education and qualifications.
