Public Health Specialist (Human Capacity Development)

The US Centers for Disease Control & Prevention (CDC) is seeking an individual for the position of Public Health Specialist (Human Capacity Development).

BASIC FUNCTION OF POSITION

The Public Health Specialist (Human Capacity Development) reports to the Human and Institutional Capacity Building (HICB) Team Lead, and is a member of the CDC’s systems strengthening Team, which is part of the larger PEPFAR Health Systems Strengthening Interagency Technical Team (ITT) Unit. Assists the HICD team in providing technical expertise, as well as management, and monitoring of the US Government-funded policy and systems strengthening portfolio in Tanzania.

MAJOR DUTIES AND RESPONSIBILITIES

Cooperative Agreement Management and Oversight

40%

  1. Serves as the project officer for four to five cooperative agreements related to human capacity development and health systems strengthening in Tanzania. These cooperative agreements have a total value of $6.4 million. Reviews cooperative agreement applications from these partners for technical soundness and appropriateness of budget requests. Provides guidance and participates with partners in the development of annual work plans for implementation of activities following cooperative agreement awards. Reviews and provides feedback on quarterly and other partner reports. Conducts regularly planned management meetings with partners and ensures documentation of key action plans and decisions. Provides ongoing technical and management support to partners. Monitors on the general implementation and the impact of partners’ activities. These activities include capacity development for health training institutions and professional associations/councils; professional training for clinicians and nurses, pharmacists, laboratory personnel, social workers and other selected cadres; and infrastructure support for pre-service training.

  2. Provides guidance to partners in the annual country operation planning (COP) process and in the semi- and annual progress reporting (S/APR) processes.

  3. The job holder assists Team Lead in drafting technical requirements for program announcements for cooperative agreements supporting human capacity development and health systems strengthening in the Tanzanian health sector. Reviews cooperative agreement applications from partner agencies for technical soundness and appropriateness of budget requests. Participates with partners in the development of work plans for implementation of activities following cooperative agreement awards.

  4. Conducts site visits of CDC HSS partner activities to review program implementation, provide technical assistance, and offer guidance to partner organizations. Ensures quality standards and timelines are met.



Planning and Policy Coordination

15%

  1. Participates on the Interagency Technical Team (ITT) and serves as an advisor in the planning and development of systems strengthening program activities included in the annual Country Operational Plan (COP). Provides technical advice and inputs into overall USG HSS program across USG agencies. In collaboration with other USG partners, assists in drafting, compiling and editing COP program documentation required by Office of the Global AIDS Coordinator (OGAC). Participates in discussions to harmonize programs across USG HSS partners. The incumbent contributes to the development of the annual budget for human capacity development (HCD) and systems strengthening activities supported by the USG under the COP. Contributes to development of budget justifications for budget requests and participates in setting budget allocations to partners for funds supporting HCD and systems strengthening activities. Assists with review of the semi-annual reports, and annual reports to OGAC.

  2. The job assists the Team Leader in maintaining contacts with the Government of Tanzania (GOT) partners (MOHSW, TACAIDS, NIMR, NACP, ZACP, DSS and NBTS), and assists in maintaining alignment of PEPFAR priorities as reflected in the COP with the priorities of the GOT partners on issues and policies related to human capacity development and systems strengthening in the Tanzanian health sector. Serves as a member and advisor on several of the HRH Working Group sub-committees, which assesses health care workers needs, find ways to meet these needs.



Acts as a Technical Resource

35%

  1. The job holder provides technical device regarding HSS activities under the guidance of the Team Leader to CDC staff, the USG intra-agency team, external collaborating partners, and the GOT institutions.

  2. Provides second level advice under the guidance of the HSS Team Lead to the GOT on matters pertaining to human capacity development and health systems strengthening. In collaboration with the HSS Team Lead, consults with the MOH on the development and implementation of HSS interventions, including implementation of the Human Resources for Health Strategic Plan.



Liaison to GOT and Donors

10%

  1. In collaboration with the HSS Team Lead, coordinates with the Government of Tanzania (GOT) partners (MOHSW, TACAIDS, and others) in maintaining alignment of PEPFAR priorities as reflected in the COP with the priorities of the GOT partners on issues and policies related to human capacity development and systems strengthening in the Tanzanian health sector.

  2. Represents the USG and PEPFAR interests in HSS at select meetings of GOT, donors, and other development partners such as the Global Fund. Explores the potential for partnerships with these organizations for supporting HSS activities in the interest of the USG and PEPFAR.



QUALIFICATIONS REQUIRED
All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

  1. Education: The position requires a master’s level degree (or equivalent) in Public Health education or Development.
  2. Prior experience: A minimum of three years of working experience in a program which includes significant responsibilities in human capacity development or health systems development is required. One year of work experience in an international setting is required.
  3. Language proficiency: Level IV (fluent) in English and Kiswahili (speaking, writing and reading) required.
  4. Knowledge: The incumbent provides second level advice with the HICB Team Lead on human capacity development and/or health systems strengthening, including good working knowledge of institutional capacity building, leadership, training methodologies, curricula development, and their application in the context of HIV/AIDS training and workforce development. The job holder must have a detailed and broad knowledge of the host country operational environment, including a detailed knowledge of the structure and operations of the MOHSW, the health sector workforce environment at the national, regional, district and community level in Tanzania.
  5. Skills and Abilities: The position requires outstanding interpersonal and communication skills for establishing and maintaining effective working relationships with a wide variety of collaborating partners. The incumbent must have sound judgment and excellent analytical skills to independently resolve problems, overcome barriers to program implementation, and make appropriate decisions and recommendations related to program policy and implementation. The position requires accomplished writing skills and computer skills with standard knowledge of office software applications, including word processing and spreadsheets.
