Senior Program Specialist, GBV/HIV

Position Description:

The Communication for Change Program (C-Change) is a worldwide, cross-sectoral communication program funded by USAID and launched in September of 2007. The five-year cooperative agreement (leader with associates) will provide communication assistance to programs in health (all major interventions), the environment, and democracy and governance. The program supports a systems approach to changing individual behaviors as well as social norms and aims at achieving long-term change. Improving and creating sustainable capacity in local implementing organizations as well as regional partners in the program is a priority. The program serves as the state-of- the-art communication resource center for missions across development sectors. C-Change has placed special emphasis on working through and building the capacity of partner organizations based in Africa and Central America and the Caribbean. Core funds support generation and sharing of knowledge including a major research agenda focused primarily on family planning, HIV/AIDS and malaria. The Program involves a range of partners from North America, Africa and Asia

The Senior Program Specialist, Gender-based violence/HIV will be based in Kinshasa, Democratic Republic of the Congo, and charged with the overall coordination of all project activities associated with GBV/HIV activities. She/He will lead and supervise two GBV/HIV coordinators who will be working at the provincial level. Responsibilities include:

Coordinate the programmatic agenda of all GBV/HIV activities at intervention zones according to work plan and project objectives;
• Orient partnering organizations in the delivery of project activities;
• Ensure good collaboration between the program coordinators and their scope of work at the provincial level;
• Contribute to the implementation of GBV/HIV strategies at the national level;
• Conceptualize tools for monitoring and evaluation, with emphasis on PEFPAR indicators and those of the PNMLS;
• Coordinate the organization of the collection, compilation, data analysis and dissemination of results;
• Coordinate the development of the curriculum for training on GBV/HIV , including training of governmental partners, PEPFAR partners in behavior change communication;
• Contribute to the conception, development, pre-testing and the production of educational and promotional materials;
• Ensure coordination between the GBV/HIV project and PEPFAR/USAID/DRC;
• Write progress reports in collaboration with provincial level coordinators.

Minimum Requirements:

Master’s degree plus seven years of experience; Demonstrated experience in the management of HIV/AIDS programs at the national level; Knowledge of Social and Behavior Change Communication (SBCC) including a minimum of 5 years of experience in planning, management and evaluation of SBCC programs and activities; Recent experience working on gender or gender-based violence programs; Monitoring and Evaluation experience; Experience at the national level on community mobilization efforts associated with GBV/HIV; Good experience in program evaluation; Experience working on projects funded by USAID and knowledge of USAID program rules and regulations; Excellent verbal and written English language skills, fluency in French required; Ability to work effectively in a highly collaborative team approach; Excellent communication and organizational skills; Excellent problem-solving skills; ability to analyze information; Demonstrated ability to manage multiple tasks and responsibilities.
