Background:
Following some violence generated by the ongoing rebellion in Northern Mali, Touareg people from Mali found refuge in Niger. The military coup on March 22 and final armed conquest by rebel groups of Northern Mali on April 2 caused a large number of Malians to flee into Niger. UNHCR estimated on April 10 there were almost 30,000 refugees in Niger. Also, refugees arrived with over 100,000 animals. It is estimated that over 600 more refugees are crossing the border every week. Most of the refugees have settled in camps in northern and western Niger. As of 17 April, there were 26,650 refugees from Mali in Niger, as well as 2,390 people who have settled in four “Départements” (administrative divisions): Ayorou (4,009), Ouallam (3,740), Abala (9,631) and Tillia (11,660). The majority of people come from Tombouctou and Gao regions in Mali.

In an effort to provide routine and improve the physical, social and emotional wellbeing of children and young people in the face of the emergency, Plan Niger proposes to provide education, and child protection services for children and their families who have sought refuge near Ayourou and Ouallem. Plan will also continue to provide food and WASH support to refugees and is currently in discussions with UNHCR regarding commencing the role as camp managers in for the sites near Ayourou and Ouallem. Purpose of the role Plan Niger is seeking a Consultant to manage and provide technical support to an integrated education and child protection in emergencies project for refugees from Mali.

The project is for one year, but the consultant is required for an initial period of 3 months. The Consultant will provide overall management and oversight of the project’s implementation, provide technical support to ensure quality programming, will manage project staff and partners and represent Plan Niger at key coordination meetings in the education domain.
Responsibilities:

Responsibilities and Tasks

1. Assessment
• Review, assess and update the education situation in areas affected by the emergency.
• Support Plan country teams to conduct issue specific or general needs assessments as necessary, and contribute to assessments in other sectors.
• Organize and support the local association involved in the recovery process
• Identify potential partnerships to implement recommendations, assess potential partners where available or make recommendations on how to fill gaps.

2. Program Design
• Ensure the continuing development of a relevant and actionable education strategy for refugees from Mali in Ouallem and Ayourou in Tillaberi Zone in Niger.
• Collaborate with Plan management in the writing of proposals and budgets for education activities.
• Provide technical support for the design and improvement of education interventions, including sharing and developing of tools, guidelines and standards as appropriate.
• Ensure that issues of gender, child protection, disaster risk reduction, and conflict sensitivity are factored into the program design.
• Ensure INEE Minimum Standards are considered for the quality implementation of the program.
• Work in close collaboration with the National Education Advisor to ensure that emergency interventions are integrated and link in to longer term programming.

3. Response Management and Implementation
• Design and deliver training on technical aspects of program deliver for Plan and partner education staff.
• Provide on-going coaching and other capacity building for Plan and partner staff.
• Work closely with Emergency Coordinators to ensure that the implementation of relevant activities are planned and implemented in a phased and prioritised manner.
• Provide technical guidance and direction to Plan for effective planning, implementation and monitoring of agreed education plans.
• Monitor education budgets and expenditures to ensure compliance with project agreements and appropriateness.
• Develop a monitoring framework for education interventions.
• Make frequent field visits to all affected areas to monitor implementation of activities, identify opportunities and constraints and any adjustments needed including additional staffing or staff training or other.
• Support local organizations involved in the projects.
• Teacher Training: - Support in the development/adaptation of a teacher training in emergency curriculum that is relevant to the emergency context. Work closely with key actors such as the Ministry of Education, Plan’s National Learning Advisor, UNHCR and Education Cluster or Working group members. - Mentor Plan, partner agency and other staff as they deliver teacher training.
• Early Childhood Care and Development - Develop an ECCD curriculum and training program appropriate for children 0-8 years, parents, caregivers and pregnant women. Adapt existing curriculum, if available. - Work with other sectors to ensure integration of early childhood concepts – ie. early stimulation during nutrition interventions.

4. Response Reporting & Evaluation
• Ensure adequate reporting of education activities as per donor and programme requirements.
• Support the evaluation of Plan education activities and draft recommendations for improved program design.
• Gather lessons learned for the project and put together case studies on the Niger program.

5. Information, Coordination, Representation
• Ensure coordination of information, approaches and tools between Ouallem and Ayourou in Tillaberi Zone in Niger.
• Provide regular updates to DRM Advisor, the Field Support Coordinator and emergency team on progress, priorities and constraints.
• Represent Plan with key stakeholders in the education sector (ie. Education working group) and other key meetings in 6. Human Resources and Administration
• Coordinate and/or implement training and briefing of Plan staff, partners, and other key stakeholders on education and/or related issues. Key Internal Contacts DRM Advisor, Field Support Coordinator, National Learning Advisor, Child Protection in Emergencies and WASH in Emergencies Specialists, Grants Manager and Media/Communications Coordinator, Global Education in Emergencies Advisor (IH). Key External Contacts Other agencies and groups responding to the emergency, in particular those working in the education sector (ie. Education Cluster, Education working group) and the Ministry of Education.

• Knowledge and skills: knowledge of PLAN policies and procedures, Sphere and the Red Cross/ NGO Code of Conduct. Requires general finance, administration, information management and telecommunication skills and proficiency in information technology/ computer skills.
• Fluency in French and English are required. Technical Competencies required for this position are
• University degree in education or related field.
• At least 3 years progressively responsible humanitarian work experience, with substantial education in emergencies experience.
• Knowledge of and experience using the INEE Minimum Standards for Education in Emergencies
• Experience with training (ie. Teachers, ECCD facilitators, staff)
• Experience in developing curriculum in the areas of teacher training, non-formal education for youth, early childhood care and development (ECCD)
• Experience with coordination and/or the Education clusters
• Experience with developing monitoring and evaluation systems for EiE
• Experience with grant writing, donor reporting and budget management
