TERMS OF REFERENCE

UNRWA is the largest United Nations programme in the Middle East. It provides assistance and protection to Palestine refugees in Jordan, Lebanon, the Syrian Arab Republic and the occupied Palestinian territory (oPt). It does so by offering to a population of some 5 million registered refugees a range of human development and humanitarian services in primary and vocational education, primary health care, social safety net, community support, camp improvement and microfinance. UNRWA’s role also encompasses advocacy and actions to address the human rights and protection needs of Palestine refugees.

Consultancy – Technical Writer to Support the Revision of UNRWA
Transport Policies and Procedures, Jordan

BACKGROUND
To support this activity UNRWA operates a vehicle fleet of almost 1,400 vehicles and performs routine maintenance and repair by means of five vehicle workshops. The vehicles are used by several thousand programme and departmental staff authorized to drive the vehicles and over 350 staff employed as drivers. 105 specialist vehicle maintenance staff keep the fleet operational.

UNRWA’s Transport Policies and Procedures are now rather out of date and require a thorough overhaul in order to update them and accommodate changes in transport practice and organizational structure. The policies as written are also incomplete in several respects and require additional elements to complete the policy needs.

DESCRIPTION OF DUTIES AND RESPONSIBILITIES
Under the direct supervision and guidance of the UNRWA Chief Procurement and Logistics Division, the incumbent will carry out the following functions:

Research
• Review the existing Manual of Transport Procedures and related Motor Transport Technical Instructions;
• Review the related transport policy that has been issued subsequent to the existing policies;
• Conduct guided research into a number of missing elements of transport policy to try to capture best practices from public sources.

Deliverables
• A proposal for a detailed document structure that will outline the main content, annexes and appendices of a Transport Manual to replace the existing Manual of Transport Procedures and Motor Transport Technical Instructions;
• A draft Transport Manual for circulation and agreement by the Agency’s key stakeholders.

ESSENTIAL QUALIFICATIONS AND EXPERIENCE
• A university degree requiring structured report writing;
• At least 5 years of relevant work experience in public sector environments, preferably within a supply chain setting;
• Excellent command of written and spoken English.

ADDITIONAL SKILLS
• Prior knowledge of public sector policies and procedures and evidence of previous work on large public sector type documents;
• Excellent communication (spoken and written) skills, including the ability to convey complex concepts and recommendations to stakeholders at senior levels, both orally and in writing, in a clear, concise style;
• Ability to work independently and as a team player; able to work in a sensitive and participatory manner;
• Strong planning and organization skills, prior project management experience preferred;
• Fully proficient computer skills and use of relevant software and other applications, e.g. word processing, spreadsheets, internal databases, internet, etc.


CONDITIONS OF SERVICE
The duration of the consultancy will be approximately 2 months. The incumbent is expected to be based in Amman, Jordan. There is no expectation of travel to other Agency locations in the Middle East

REMUNERATION
The contract will be processed and negotiated in accordance with UNRWA standard procedures for Consultancy Contracts.
