Strategic evaluation of the Ophthalmic Nurses Training School Programme, Ghana

Sightsavers is looking for external evaluators to conduct a strategic evaluation of its Ophthalmic Nurses Training School Programme in Ghana and is calling for an expression of interest to undertake the evaluation.

The Ophthalmic Nursing School (ONS), funded to the tune of £221,546 over a 10 year period (2002 – 2011), commenced operations in 1989 with the initial phases under the National Eye Care Unit. The goal of the ONS is to train quality graduate who will contribute to preventing avoidable blindness.

The ONS is currently the only ophthalmic nursing school in the country. This evaluation is therefore to assess the impact; what has worked/not work on the programme and what evidence exists for further support. The evaluators will be guided by specific evaluation questions drawn along the Development Assistance Committee’s (DAC) evaluation criteria. The evaluator(s)/team are expected to conform to these criteria.

The evaluation will be conducted by an external consultant/team that will be selected through a fair and open competitive proposal submission process. The lead consultant should possess the following competencies: Health practitioner, projects/programme analysis, deep understanding of issues related to eye health, academic systems, and health system strengthening with extensive experience in conducting large scale evaluations. H/she must be fluent in English. The lead consultant will put together a team that will include, if possible, inputs from an external ophthalmic nurse trainer.

The evaluation is expected to take place between: 24 June 2012 and 8 August 2012
The final report should be available no later than 28 August 2012
