Public Health Specialist (HRH)

The U.S. Embassy in Pretoria is seeking an individual for the position of Public Health Specialist (HRH) in the Centers for Disease Control and Prevention (CDC).

Items 1- 7 are ALL REQUIRED


1. Masters Degree in public health, nursing, social work, or host country equivalent in child development, social work, international development, community development, public health, health policy, behavioral or social science field is required.
2. Four to five years of progressively responsible professional experience in human resources for health policy development and review, health program design and management in an HIV/AIDS setting is required. One additional year at the managerial level with multiple staff is required.
3. English level IV (fluent) reading/writing/speaking is required.
4. A thorough knowledge of health care delivery, extension of health care services to underserved populations/areas and management of health care services is required. An in-depth knowledge of the range of programs, policies, regulations and precedents applicable to development and administration of national/international public health program is required. Detailed knowledge of the host government health care system and structures including familiarity with National Department of Health policies, program priorities and regulations is required.
5. Good working knowledge of team management techniques to plan, organize and direct multi-disciplinary project teams and activities is required. Good working knowledge of overall administrative requirements, budgeting and fiscal management in support of contracts/cooperative agreements/grants/purchase requisitions is required.
6. Must have detailed knowledge of the structure and function of endemic and international NGOs involved in developing human capacity for health within the country and the infrastructure of the health delivery system and the economic effects of HIV/AIDS.Detailed specialist knowledge of human resources for health development strategies at national and local levels, HIV/AIDS public health programs, methods, processes and techniques used to plan, develop, implement and evaluate results of HRH programs is required.
7. Must be proficient in the use of Microsoft Suite 2007.

Job Specification

Basic Function of Position:

Job holder is the primary public health program manager and advisor to host government and other in-country HIV/AIDS partners working together to support human resources for health (HRH) reform and modernization of the health sector in country. Job holder will apply public health technical leadership, results-oriented analysis, community-based services knowledge and experience to support programs that achieve higher levels of quality, efficiency and health service availability for communities and a higher quality of life for a population affected by HIV/AIDS in country. Job holder will plan, coordinate, implement and evaluate programs designed to increase the number and quality of clinicians, public health professionals and health personnel managers in-country, with an emphasis on sustainability of interventions and partnership with other stakeholders. Job holder will work very closely with the National Department of Health, other host country departments, donors, implementing partners, community-based organizations (CBOs), faith-based organizations (FBOs), international organizations (IOs), regional and community-level public health laboratories, and primary care facilities in this effort. Job holder represents (insert Agency/Country) on HRH issues at technical, policy and strategic planning meetings, including meetings with collaborators and donor agencies.

Trainee Level

Basic Salary: R335,582 – R469,815 per annum

Cash Benefits: R101,311 – R112,497 per annum
Non-cash benefits include medical, pension and others where applicable
