As part of its sector support, the Ministry of Women’s Affairs is committed to address gender in all national climate change adaptation and mitigation policies and strategies under the current National 5-year strategy, Neary Rattanak 3. It is also envisaged that as a follow up of this strategic plan, Neary Rattanak 4, the 5-year strategic plan for 2014-2018 will lay further emphasis on climate change. While commitment is in place, understanding of gender and climate change linkages by institutions working on gender and climate change is limited. While capacity development activities and action planning have been introduced with support from UNDP Cambodia, in partnership with UNDP Asia-Pacific Regional Centre in Bangkok and ENERGIA, through a number of sectoral projects and programme, a larger and more strategic opportunity will arise when the Government adopts the Cambodian Climate Change Strategic Plan in 2012 under the support from the Cambodia Climate Change Alliance (CCCA) Programme funded by the EU, Sida, Danida and UNDP. To address this important and urgent need, the Ministry of Women’s Affairs, Ministry of Environment and UNDP propose a joint initiative to: - Mainstream climate change into Neary Ratanak 4, climate change sectoral roadmaps and Cambodia climate change strategic plan;
- Develop a national Gender and Climate Change Work Plan to guide the Ministry of Women’s Affairs on climate change and gender activities in the next 5 years;
- Raise awareness on gender and climate change in all sectors;
- Build capacity of the national and sub-national climate change focal groups in MoWA, MoE and other sectoral agencies on gender and climate change; and
- Follow up the implementation of the Gender Action Plans that were prepared in 2011 under the Gender Mainstreaming of UNDP’s Environment and Energy Portfolio.

The Gender and climate change specialist is expected to perform the following tasks: - Technical review of sectoral climate change roadmaps of key line ministries to ensure gender is well addressed/incorporated;
- Develop a concept/approach to mainstream climate change into Neary Ratanak 4 and the Cambodia Climate Change Strategic Plan;
- Develop a Gender and Climate Change Work Plan for MoWA
- Capacity building for GCCC team and partners by helping to set up training material/presentations related to gender and climate change;
- A review of the implementation of the Gender Action Plans that were prepared in 2011 by the project teams of the UNDP Cambodia E&E Portfolio Gender Mainstreaming Initiative.
Final Products or Deliverables/Outputs: - An inception report which describes the approach and work plan of the consultant for this assignment;
- A report describing the technical review and results of the sectoral climate change mainstreaming roadmap of key sectors and a concept note to mainstream gender into Neary Ratanak 4 and Cambodia Climate Change Strategic Plan as well as the gender checklist and the coaching materials;
- Gender and climate change work plan for MoWA, including a report on the analyses of gender data and gender roles
- The Gender Action Plans Implementation Review Report, including the guidance provided to the teams to enhance their implementation of the GAPs;
- End-of-consultancy report reflecting the work done by the consultant as well the capacity building activities provided to the GCCC team and partners, as well as the next steps.

Education: - Master’s Degree or equivalent in gender study, International Environment, development study focus on gender, Agricultural development, or related disciplines.
Experience: - At least 7 years experience of progressively working in the field of gender and climate change of doing policy/strategy especially in the design of strategic plan, road map, and capacity building in developing countries;
- Proven experience in gender and climate change or other multi-sectoral programmes a strong advantage;
- Proven experience in doing policy/strategy and road map;
- Experience in conducting gender mainstreaming in sectors and gender mainstreaming strategic plan;
- Experience in gender analysis tool;
- Experience in climate change analysis tool;
- Experience in working with government institutions as well as civil society organizations;
- Work experience in Cambodia in the above-mentioned field.
