Maersk Oil Qatar AS is the leading oil producer offshore Qatar and a recognized pioneer in oil development and production techniques. On the basis of an Exploration and Production Sharing Agreement (EPSA) signed in 1992 with Qatar Petroleum, Maersk Oil Qatar (MOQ) is the sole operator of the Al Shaheen field.
The current oil production from the Al Shaheen field is approximately 300,000 barrels per day from nine different locations and is exported via two main offshore facilities.

Role Purpose
The purpose is to establish a single point of execution of all purchase orders thereby combining the roles of the buyer and expeditor with an aim to leverage effectiveness and efficiency; thereby helping to position Material Purchase Operations (MPO) as a value-adding business partner.
Key Accountabilities / Activities
- Monitor the list of general purchase requests continuously on a daily basis and clear all outstanding issues.
- Identify and prioritise purchase requests for complex or high value or highly urgent items.
- Ensure complete knowledge of all technical requirements in terms of the exact scope with quantity and quality specifications and timeframes.
- Assist requisitioning departments in obtaining product specifications and clarifications when requested.
- Execute all steps in the purchase process for the identified general purchase/project request – from scouting for vendors to negotiations, evaluation of quotes / bids & awarding the contract.
- Actively expedite for each purchase order placed – from suggesting transport routes / import terms based on overall cost and delivery time evaluation to regular follow-ups, verification of relevant invoices, updating the system and monitoring of vendor performance throughout the process.
- Liaise between the global and local stakeholders – keeping them updated throughout the process: requisitioning departments, quality control, legal, freight forwarders, customs agents, government agents, procurement team and logistics team, other support functions and vendors.
- Maintain the order documents in an organised manner and scan and electronically file these as per filing procedures.
- Ensure mutual compliance to transport and clearance agreements post negotiations with Freight Forwarders and Shipping Agents.
- Proactively analyse frequently purchased items and suggest inputs for Framework Agreements (FAs) and participate in FA work when requested.
- Ensure continuous vendor performance and participate in vendor audits when required.
- Demonstrate cost awareness thus minimising Maersk Oil expenditure.
- Ensure approvals according to DOA and relevant procedures.
- Ensure reporting according to requirements.
- Contribute to further developments and improvements of the Procurement toolbox and SOPs.
Knowledge / Technical Skills
- Basic grasp of business principles of the Purchase process, export-import and local transport market.
- Broad knowledge Procurement in the Oil and Gas industry.
- Eagerness to learn and apply is essential.
- Strong customer focus is key to positive interactions with a diverse group of stakeholders and also to adapt to continual changes.
- Good negotiation skills combined with high detail orientation and resourcefulness is key to succeeding in this role.
- Good communications skills, both verbal and written (English). Knowledge of Arabic is an advantage.
- Eagerness to learn and apply is essential.
- Basic grasp of business principles and detailed knowledge of the with broad understanding of Procurement in the Oil and Gas industry.
Education /
Certifications
- Bachelors / Diploma in a commercial stream.
Experience
- 2 years of procurement experience inclusive of general purchase and expediting is essential.
- Experience from working in a multi-national / multi-cultural organisation is preferred; GCC experience is an advantage.
