Research Analyst: Politics of Domestic Resource Mobilization

Under the research area Politics and Institutional Dynamics of Social Development, the United Nations Research Institute for Social Development (UNRISD) conducts critical research on the political processes and institutional arrangements that foster positive social change. UNRISD requires a Research Analyst for a new research project in this area, Politics of Domestic Resource Mobilization (PDRM), as well as future projects that may be developed during the term of contract.
The PDRM project seeks to contribute to global debates on the political and institutional contexts that enable poor countries to mobilize domestic resources for social development. It will examine the processes and mechanisms that connect the politics of resource mobilization and demands for social provision; changes in state-citizen and donor-recipient relations associated with resource mobilization and allocation; and governance reforms that can lead to improved and sustainable revenue yields and services. Case studies will be conducted in sub-Saharan Africa and Latin America (with potential extension to Asia at later stage).
Job Description
The Research Analyst will work under the direct supervision of an UNRISD Research Coordinator. Specific duties of the position will vary as project needs dictate, and are likely to include the following:
• Research support: assist in background research related to the PDRM project; conduct library and Internet searches; prepare literature reviews and other written inputs; provide detailed comments and feedback on draft research reports commissioned under the project; assist in editing (substantive and copy-editing) research papers and preparing them for publication; author/co-author at least one publication; assist in background research and drafting of new research projects.
• Project management: Assist in fundraising and project management activities related to the PDRM project and other projects as required; act as a focal point for queries relating to the overall research area; maintain databases and files of relevant information; identify potential researchers who might collaborate with the project; maintain and update databases of relevant researchers, research institutes and contacts in international organizations; communicate with external networks and consultants; assist in project management tasks such as donor reporting.
• Event organization: Assist with the organization of meetings, workshops and conferences, and work with the Communications and Outreach unit to ensure excellent coverage of events
• Communications and outreach: collaborate with the Communications and Outreach (C&O) team on project-level communications, including producing updates about research for internal distribution; drafting articles or updates for public briefing notes, UNRISD website, eBulletin and social media channels; regularly updating and maintaining relevant project pages on the UNRISD website (training will be provided); managing research network members’ contact details and contributing to the expansion of UNRISD’s institutional networks and partnerships.
Required knowledge, skills and competencies
• Masters degree in political science, economics, development studies or a related area, with specialization in resource mobilization and public finance in developing countries. Experience related to sub-Saharan Africa an advantage. Other important areas of expertise are governance, taxation, aid and political economy.
• 1-2 years research experience.
• Excellent written and spoken English
• Strong overall communication skills, especially writing and editing
• Ability to summarize complex analysis and ideas in clear, message-oriented, accessible language
• Accuracy and an eye for detail
• Ability to work cooperatively
• Active listening skills
• Experience working in international environments or in international networks
• Knowledge of French and/or Spanish (desirable)
• Skills in quantitative research methods and statistics (desirable)
Terms and Conditions
• This is a full-time appointment located at the Institute’s offices at the United Nations in Geneva, Switzerland.
• Salary: 4,200 CHF/month.
• Duration: up to a maximum of two years (subject to availability of funding), including initial trial period of six months.
• Starting date: 1 August 2012 (negotiable).
• UNRISD is not responsible for medical insurance, which is mandatory for the period of assignment.
• UNRISD will cover one return ticket at least costly fare.
