Department

The International Department provides strategic direction to and management of Merlin’s country programmes and responds in times of humanitarian crisis in order to implement Merlin’s mission and achieve the organisational goals and strategy. The department works with the country teams and head office departments to continually improve the scope and impact of Merlin’s work and increase the value of the services offered to beneficiaries.

Currently the department is comprised of five teams, each with a team manager reporting directly to the International Director. These teams consist of Emergency Response, Logistics and three regional teams, each currently responsible for a portfolio of 5 or 6 countries.

Main purpose of the role

The Head of Region has overall strategic and operational responsibility for a regional portfolio of country programmes undertaking humanitarian response and longer term programmes to help rebuild shattered health services in a transitional contexts.

Overall Objectives (scope)

This role will:

Guide and assist country programmes with overall strategy and plans and the development of new programmes and projects;
Actively develop the regional portfolio and its contribution to organisational strategy and be able to demonstrate its effectiveness and efficiency in meeting donor and Merlin budgetary and quality requirements;
Ensure an appropriate and effective response/approach to humanitarian emergencies in the region working closely with the Head of Emergencies;
Assist and advise the International Director with the development of new areas for programme and organisational development in terms of both programme growth and impact;
Hold the Country Directors to account for the delivery of agreed targets/goals and assist them with the development of their country teams;
Manage the Regional desk with direct line responsibility for their immediate programmes team.
Maintain a transparent/current set of funding plans including issues, risks and actions for the region
Engage effectively with all supporting teams, including MRT, Security, Funding, Logistics, Health and Policy, Human Resources and Finance
