The Global Partnership for Education Secretariat is seeking to recruit a Lead Education Specialist to lead the Secretariat’s Country Support Team.

The successful candidate will be an experienced leader, committed to results, who can manage a large team of senior education specialists to provide effective financial and technical support to the 70 developing countries that are eligible to join the Global Partnership for Education, or are already members. This is a senior, influential position which will offer a highly motivated individual the opportunity to help steer the work of the Global Partnership for Education at the country-level.

The Global Partnership for Education is a global partnership, launched in 2002, of developing countries, donors, multilateral institutions, civil society organizations, private sector representatives and foundations dedicated to ensuring that all children receive quality basic education. It aims to enable the achievement of Education for All by supporting developing country partners to develop and implement effective national education plans and promoting the alignment of all technical and financial resources behind the national education plan. It manages trust funds that have allocated approximately $2.2 billion over the past 8 years and will be allocating approximately a further $2bn by 2014.

The Global Partnership for Education Secretariat, which is based in Washington, DC, serves the interests of all partners. It provides technical and financial support to eligible developing countries to facilitate the development and implementation of national education plans and monitors country-level progress towards the EFA and MDG education goals. It also provides administrative and technical support to the Board of Directors, the Chair of the Board, and the Financial Advisory Committee. It is hosted by the Education Department of the World Bank’s Human Development Network. Secretariat staff are subject to employment conditions and human resource policies and procedures of the host organization, the World Bank.

The Secretariat has grown rapidly in recent years. It currently comprises 47 staff who are organised into four teams: Global Good Practices; Finance, Administration and Board Services; External Relations and Communications; and Country Support. Each team is led by a Coordinator who reports directly to the Head of the Global Partnership Secretariat. The Secretariat is seeking a Lead Education Specialist to take on the role of Coordinator of the Country Support Team.

The Country Support Team provides front-line support to the 70 developing countries which are eligible to join the Global Partnership or are already members. The team comprises 10 senior education specialists/economists who each work closely with 5-7 countries to:

• Provide technical support and guidance on the development of education plans and ensure minimum standards;
• Monitor country-level progress in delivering education results;
• Facilitate the development of high quality applications for Global Partnership grants and monitor their implementation to ensure results and value for money;
• Provide guidance to the Board of Directors of the Global Partnership and the Financial Advisory Committee on financial allocations and grant management;
• Identify and disseminate good practice in education policy and planning in collaboration with other Secretariat Teams;
• Work closely with Local Education Groups to support improved cooperation and harmonization at a country-level and facilitate progress towards actions and indicators established at the Paris Declaration in 2005 and Accra Agenda for Action in 2008.

In addition, three other team members provide administrative and management support. The Country Support Team also provides policy and programme leadership on girls’ education and on the Partnership’s engagement in fragile states, both core priorities for the Global Partnership in the coming years.
The Country Support Team Coordinator is an exciting position for an innovative, experienced senior education professional who can deliver effective programme and people management. At least 8 weeks of travel per year should be anticipated

Duties and Accountabilities
• Strategic leadership of the Secretariat’s country-level engagement to ensure Global Partnership technical and financial resources are deployed to maximum effect
• Strong management of Country Support Team staff, including recruitment, evaluation, mentoring and career development, to ensure consistent, effective and appropriate support to Local Education Groups in line with the Global Partnership’s goals and strategic priorities
• Lead Country Support Team work planning and budget and portfolio management, including end-of-year reporting, to ensure innovation, value for money and a broad-based understanding of Global Partnership results
• Develop and maintain an effective collaboration with all key partners, including the Board of Directors and the Financial Advisory Committee as well as all multilateral and bilateral agencies involved in delivering Global Partnership resources at the country-level
• Support the development and implementation of innovative new approaches to enabling progress on girls’ education and to scaling up and strengthening the Global Partnership’s engagement in fragile states
• Develop innovative new approaches to knowledge sharing across developing country partners to drive a better understanding of what works with regards to accelerating access and learning outcomes in primary education
• Support the efforts of team members in conducting policy dialogue at the country-level and in delivering all aspects of the Country Support Team’s work
• Maintain oversight of Global Partnership processes across the country portfolio
• Play a significant role in providing intellectual leadership to the Global Partnership Secretariat as an active member of the Secretariat Senior Management Team.

Selection Criteria
 Advanced degree (Master’s or PhD) and a demonstrated ability to translate analytical/technical skills into operational innovations and results
 Minimum of 10 years experience of managing large programs and budgets to deliver high quality results in the education sector in more than one world region and with at least one major bilateral or multilateral
 Up-to-date knowledge and excellent understanding of education policy in developing countries, including fragile states
 Proven track record of building, leading and mentoring large, diverse teams in a complex environment and of operating effectively in teams
 Excellent ability to communicate complex issues orally and in writing and a demonstrated ability to work cooperatively and diplomatically with diverse stakeholders, including high-level government officials
 Proven ability to work with considerable autonomy under pressure to deliver high quality results in a timely manner
 Advanced competency in at least one major language other than English an advantage.
