The Coalition Secretariat is seeking a Monitoring and Evaluation (M&E) Officer who will strengthen its ability to shape and oversee the Coalition’s work in monitoring and measurement. The incumbent of this position will provide technical support and guidance to the Coalition’s working groups, forums and task forces; and he/she will support Coalition-wide efforts at strategic planning and reporting. Candidates must have solid professional reputations, management experience, and a proven track-record of interacting with government agencies, host country governments and counterparts, donor agencies and implementing agencies.

Specific responsibilities include:

  • Lead a transparent, participatory reformulation of the Coalition’s strategic and monitoring framework; and identify appropriate indicators for monitoring the Coalition and Secretariat’s performance against them;
  • Lead the development of a plan to track Secretariat activities and outputs feed results back into future planning;
  • Lead the development of approaches to strengthen the monitoring and measurement of ongoing activities;
  • In collaboration with the Communications Officer, document and disseminate findings on project activities and innovations;
  • Serve as an M&E technical resource across Secretariat and Coalition functions;
  • Provide quality assurance on Secretariat and Coalition evaluation framework documents, data collection and reporting;
  • In collaboration with Secretariat staff and leaders of the working groups and forums, develop and implement M&E briefings and tools;
  • Establish strong working relationships with M&E Officers of key partner organizations.

Required Skills

  • The M&E specialist must have a rigorous academic grounding in program and impact evaluation, demonstrated expertise in collaborative strategy and program development, experience and interest in organizational change and effectiveness, and strong analytical and communication skills;
  • Strong background in health programs and systems, particularly reproductive health;
  • Experience working with one or more international agency M&E systems;
  • Demonstrated knowledge of monitoring and surveillance systems as well as current monitoring and evaluation issues working in resource and data poor environments;
  • Proven ability to collaborate and work effectively with senior staff, colleagues, donors, partner organizations, stakeholders, local institutions, and others at all levels;
  • Must possess experience working in monitoring and evaluation in a program setting;
  • Strong interpersonal skills and organizational skills: a proven team player;
  • Proven ability to supervise and mentor staff from different cultures;
  • Excellent English language skills, both written and spoken, and strong presentation skills;
  • French or Spanish language ability preferred;
  • Demonstrated initiative and ability to provide innovative solutions;
  • Ability to translate data into policy or programmatic recommendations;
  • Willingness to travel domestically and internationally up to 25 percent.

Required Experience

Master’s degree in public health, public health sciences, epidemiology, program evaluation or related field, and a minimum of eight years relevant M&E experience; or an equivalent combination of education and experience.
