Technical Officer - Global Technical Policy and Partnerships Elizabeth Glaser Pediatric AIDS Foundation

Reporting to the Global Technical Policy and Partnerships Unit Director, the Technical Officer will be a key contributor to the development and execution of a program that strengthens the technical work of the Elizabeth Glaser Pediatric AIDS Foundation (the Foundation) and promotes awareness of Foundation activities and programs to diverse internal and external audiences.

In collaboration with other team members within the Global Technical Policy and Partnerships Unit and other US- and non-US-based staff, the Technical Officer will contribute to the development a comprehensive policy framework, provide technical assistance/capacity-building to country teams and other units of the Foundation, and research, prepare, and edit position papers, program briefs, best practices/lessons learnt documents, peer-reviewed publications, technical guidelines, tools, and other documents and materials.

In conjunction with other US- and non-US-based staff, play a key role in supporting Foundation and non-Foundation technical meetings, including planning content and logistical oversight/management.

ESSENTIAL DUTIES AND RESPONSIBILITIES

•Support Foundation engagement with external organizations, including The Interagency Task Team (IATT) and Global Steering Group (GSG), in pursuit of elimination of pediatric HIV, participating in working groups as needed;
•Support technical/programmatic policy analysis, economic analysis, and other related areas such as development of Foundation positions and engagement on programmatic global guidelines;
•Support Foundation innovation and knowledge management activities within the Unit;
•Engage with field-based technical staff, Country Directors, and other research and program implementation staff in line with defined projects and specialized technical assistance;
•Provide training and capacity building support in the area of documentation and publication for Foundation staff;
•Create tools to translate technical policy and research into practical implementation guidance for country teams;
•Work within a cross-functional team to produce technical leadership publications which will document global lessons learned in Foundation programs to foster discussion of challenges, successes and synergies across programs;
•Collaborate in the writing and editing of papers and best practice materials, often taking leadership in the production of these;
•Work with Policy staff to develop key technical reports and materials for policy audiences, as needed; and,
•Perform other duties as required.
REQUIRED QUALIFICATIONS

•Bachelor’s degree, plus Master's degree in Public Health, International Development, or a related field;
•3-5 years relevant experience and field experience;
•Demonstrated ability to work independently, take initiative, and manage projects;
•Outstanding writing skills;
•International work experience in public health research and/or program implementation in resource-limited settings;
•Understanding and interest in the issues and challenges facing women and children living with HIV in limited-resource settings;
•Technical and programmatic knowledge of HIV disease prevention, care and treatment;
• Strong interpersonal skills, and the ability to work in a fast-paced collaborative environment with people of different backgrounds and points of view;
•Excellent communication and organizational skills with demonstrated success working in a team environment; pleasant, flexible, and efficient communicator by phone and email.
•Ability to translate complex scientific concepts to a public audience in creative and compelling language;
•Ability to translate policy and research into practical take-aways for program implementation; and,
•Proficient in Microsoft Word, PowerPoint, and Excel; experience using other software for text editing, document production, and/or website design preferred.
•Ability to travel up to 30%
