UN WOMEN: HR SPECIALIST

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.
The Human Resource Section under the Division of Management and Administration, is responsible for the timely, accurate, equitable, effective and efficient delivery of all human resources management services, i.e. strategic staff planning, recruitment, staff administration, organizational and design and learning/career development, for the continuous development and improvement in human resource operations, policies, and methods to align with UN Women evolving business needs and for providing advisory support to the Executive Director in the formulation and implementation of UN Women's overall mission, strategy and plans of actions.
The HR Specialist reports to the Team Leader, for direction and guidance and is responsible for the planning, development, updating and implementation of UNW human resource policies, practices and on line tools and for advisory and technical operational support on HR planning and organizational design, to meet the evolving business and operational needs of UNW.

Duties and Responsibilities

Policy development, implementation and technical services:

  • Periodically review existing UNW/UN system policies, practices, procedures and other human resource management tools to identify areas requiring development of new policies and procedures to align with current operational needs. Recommend priority areas for development and/or update.
  • Conduct research on human resource management and administration policies and practices within UN Women and the UN system and solicit feedback from clients and stakeholders for their input in drafting of policies and procedures.
  • Contribute to the conceptualization and drafting of policies, guidelines and other statement of procedures for review and discussion with the Team Leader.
  • Provide systematic technical advice, support and guidance throughout the process of implementation to ensure consistent and complete understanding by stakeholders.
  • Monitor and analyze the impact of new policies, procedures and guidelines and recommend action to enhance efficacy.

Human resources planning and organizational design:

  • Guide and/or assist stakeholders to prepare job descriptions to meet their program and business needs.
  • Contribute to the development of office typologies in line with organizational needs and approved resources.
  • Provide analysis of trends and staffing scenarios.

Job classification:

  • Review and prepare classification analysis of jobs for approval.
  • Draft generic and/or standard job descriptions for designated occupational areas, to facilitate job classification and streamline recruitment process.
  • Monitor structures to ensure consistency of typologies in line with pre-approved organizational design criteria.

Change Management:

  • Participate in change management processes by contributing to functional analyses, identification of new profiles and development of functional statements.
  • Support the implementation of change management initiatives; contribute to the development of guidance notes and presentations to management and staff.

Representation and networking:

  • Represent UN Women in inter-agency meetings and other events to promote UN Women interests and agenda on human resource discussions and to keep abreast of evolving trends, development and needs, share ideas for improvements and to align services according to needs.
  • Participate in UN Women HR strategic discussions and planning.

Impact of Results

The successful delivery of effective policies, practices and tools directly impact on the efficiency of human resource management within UNW, enhance efficiency and cost effectiveness and protects organizational and staff well being.

Proactive human resource planning and support to organizational design contribute to the recruitment and maintenance of a flexible and competent workforce who in turn contribute to the effective delivery of UNW mission, goals and objectives.

Required Skills and Experience

Education:

  • Advanced university degree in human resources management, psychology, law or other social science related field is required.

Experience:

  • At least 5 years of experience in human resource management including experience in change management processes, in a large international and/or corporate organization preferably in the UN system and its organizations.

Language Requirements:

  • Fluency in oral and written English is required. Proficiency in another UN working language is highly desirable.
