Designation of Services: Administrative Officer for project MON/005 - Cardiovascular Center, Mother and Child Health (MCH) and e-health Expansion

PROJECT CONTEXT

The overall objective of project MON/005 will be to contribute to a better health of the population of Mongolia. It will improve in particular health services in the areas of cardiovascular diseases and MCH which is in line with the Health Sector Strategic Master Plan 2006-2015. Results are foreseen in four components: telemedicine, cardiac surgery, cardiovascular diseases and MCH.

GOAL OF THE FUNCTION

The AO represents Lux-Development in the implementation structure of the project, the Project Management Unit (PMU) and the TCC.

The AO will promote Lux-Development’s values in the field. S/he passes Lux-Development’s main mission, namely capacity building. S/he participates in the implementation of the Agency’s Vision.

In this view, s/he ensures that all processes defined by the Agency are implemented in accordance with the Agency’s Quality Manual.

The AO receives delegation of signature authority on the project bank account opened in the implementation country. The AO is the representative of the donor (first-level authority) for the execution of financial commitments of the Luxembourg Government’s contribution to this project.

RESPONSIBILITIES

As a representative of Lux-Development in the PMU, the AO, is reponsible, throughout the project cycle execution, in close cooperation with the counterpart, for the following:
  • programming and budgeting;
  • financial execution;
  • monitoring;
  • reporting;
  • communication;
  • management of resources within task zero (T0) of the project budget.
Within the PMU, the AO is responsible, on behalf of Lux-Development, for respecting the established standard for Implementation Process and relevant support procedures defined in the Agency’s Quality Manual. This standard does not prevent the delegation of management to the partner nor the alignment with the national procedures. On the contrary, this is encouraged, especially through the use of "Operational Partnership Agreements”.

SKILLS REQUIRED FOR THE JOB

  • university degree in management, administration or social sciences;
  • five years of professional experience in project administration including (at least) two years in a developing country.
  • knowledge of the development cooperation;
  • advanced communication skills (English language spoken and written, as well as reporting and presentation skills);
  • specific experience and skills in using computerised planning, management and accounting systems; and
  • specific experience and skills in procurement and acquisition processes.
  • advisory capability: gives his opinions based on rational judgment, backed by supporting logical, structured and convincing reasoning, as well as provides proper advice;
  • diplomacy skills: ability to interact with sensitivity, efficiency and professionnalism., in particular is invested in preserving long-term working relationships;
  • ability to work in a team and to cooperate: ability to establish and maintain excellent work relationships on all levels within a multicultural environment while demonstrating respect for diversity, and in particular provide her/his personal contribution to teamwork by communicating clearly and honestly with respect for others and in the spirit of mutual aid, as well as contribute to the achievement of common goals, integrates his own goals into the collective pool.
