Administrator, AD5-AD8, Legal Service European Union - Committee of the Regions

Duties:

The Legal Service of the Committee of the Regions offers the opportunity of dealing with various European Union law issues (Staff Regulations and civil service matters, rules of procedure of the institution, public procurement, financial regulation, other matters concerning national law, etc.), in a motivating administrative environment.
The Legal Service consists of a friendly unit of modest size.
The duties to be performed, under the authority of the head of unit of the Legal Service, involve in particular:
  • assisting members of the institution and the services of the General Secretariat on any legal matter;
  • distributing and analysing case law of interest to the institution;
  • drafting legal opinions and internal texts of the institution;
  • representing the Legal Service in departmental working parties and other bodies of the Committee of the Regions;
  • drawing up draft replies to complaints submitted under Article 90(2) of the Staff Regulations;
  • monitoring cases of dispute submitted for resolution (procedural documents, representation of the institution).
The Legal Service of the Committee of the Regions works in close cooperation with the other services of the general secretariat and is in regular contact with other institutions.

Qualifications and skills:

  • Established official or successful candidate in an EPSO competition for a suitable grade;
  • University degree in law;
  • Good knowledge of law (including public service law, public procurement and the financial regulation) and of the workings of the institutions of the European Union;
  • Sense of discretion;
  • Self-starter able to work both in a team and more independently;
  • Ability to communicate on complex legal issues;
  • Working knowledge of French and English.
  • Thorough knowledge of an official language of the European Union and good knowledge of a second official language. Knowledge of other languages of the European Union would be an asset. For operation reasons, a thorough knowledge of English and French is necessary.
