 The Inter-American Development Bank (IDB) Country Offices in Guatemala and Guyana, as well as other Bank offices that may have future vacancies, such as Haiti, are seeking Energy Specialists to join the Energy Division (ENE) of the Infrastructure and Environment Department (INE) to respond to the new challenges in the Energy sector in the Latin American and Caribbean (LAC) Region.
 
The IDB is the leading source of multilateral financing for regional development in the (LAC). It provides loans, grants, guarantees, policy advice and technical assistance to the public and private sectors of its borrowing member countries. 
 
The Energy Division has primary operational responsibility for the IDB's financing of sovereign and non-sovereign investment in energy infrastructure (Energy Generation, Energy Transmission, Electricity Distribution, Renewable Energy, and Bioenergy) and financing sovereign investment in the productive sectors (Oil and Gas, Petrochemicals, Extractive Industries), aimed to support public companies in the LAC Region. The Energy Division seeks to grow its team of professionals with the objective of generating high level dialogue with borrowing member countries in the area of energy. The final objective is to provide quality, sustainable energy and productive sector projects that result in significant development impact for the LAC Region.
The successful candidate will report to the Chief of the Energy Division and will participate in dialogues on behalf of the Energy Division with borrowing member countries. The Energy specialist will provide advisory services to management and technical staff in various departments of the IDB on the preparation of energy operations including policy and regulatory issues. The successful candidate will identify and contribute to structuring, closing, disburse, and monitoring energy transactions in the field offices.
 
RESPONSIBILITIES
 
The candidate is expected to actively participate in activities such as:
 
•           Identify, design and prepare loans and technical cooperation programmes for potential projects that respond to the development of the country's energy sector including supporting to disbursement activities in the energy and productive sector operations.
•           Contribute to the structuring of energy and productive sector projects that result in disbursement of IDB funds.
•           Contribute to the preparation, submission, processing and negotiation of transaction proposals for approval by various levels of IDB management in accordance with established procedures.
•           Monitor energy projects in the country of assignment reporting to the Energy Division Chief.
•           Maintain the IDB Representative abreast of all of the projects in execution and provide knowledge on energy and extractive industries in the country of assignment.
•           Analyze project performance, and when necessary, recommend and implement modifications to the contracts and execution instruments, in coordination with all relevant parties (Fiduciary Specialist, Executing Agency, Project Team Leader, amongst others).
•           Participate in outside conferences, meetings, symposia, and other events in connection with marketing efforts, project development and review of energy and productive sector projects in the country of assignment or neighboring countries.
•           Assist borrowers and beneficiaries in determining the technical and administrative requirements to carry out the planned activities.
•           Support the evaluation of the financial viability of the Energy Division projects in the public sector. Participate in the evaluation of results and impact of projects. Provide input to prepare business plans and budgets for the accomplishment of the Energy Country Work Program.
•           Build networks and coordinate activities with key specialists in other multilateral and bilateral institutions and other international organizations in order to promote cooperative initiatives.
•           Stay abreast of developments in the country of assignment and coordinate input in relation to IDB's strategy for the country.

REQUIREMENTS
 
Education: Master's Degree in Electrical Engineering, Fluid Mechanics, Business Administration, Engineering, Finance, or other relevant fields.
Experience: At least six years of experience in Latin America, including transaction experience in structuring and disbursing energy projects in Latin America and the Caribbean.
Languages: Proficiency in English and Spanish.

•           Technical Expertise: Knowledge of the energy sector, experience and demonstrated capacity to understand and originate energy sector projects.
•           Sector Expertise: Proven experience in the energy sector in Latin America and the Caribbean.
•           Project Management: Experience in monitoring and executing energy project transactions.
•           Energy Policy Dialogue: In depth knowledge, experience and demonstrated ability to lead the energy sector dialogue with high level government officials, and the ability to bring innovative regional integration ideas that pave new ground in the Division of Energy for the development of the energy sector portfolio in the LAC Region.
•           Planning and Organizational Skills: Demonstrated organizational capability and ability to carry out multiple and detailed tasks, and demonstrated capacity to operate with minimal supervision. Ability to work under tight time constraints and to meet tight deadlines and work under pressure.
•           Teamwork: Ability to lead and to encourage and value the participation and involvement of everyone on the team. Ability to take initiative and lead others: share knowledge and information; express disagreements tactfully and demonstrated ability to be a leader of multidisciplinary and multicultural project teams.
•           Negotiation: Ability to lead and negotiate regional agreements in a manner that fosters consistent understanding among all parties involved. A strong understanding of the underlying credit and legal risks involved in the energy infrastructure projects and the conditions for IDB financing. Understanding of the regional dynamics of the energy sector and how it can be affected by the involvement of diverse stakeholders.
•           Communication: Ability to convey complex facts and information in a clear, organized and logical way both verbally and in writing tailoring communication to the needs of the audiences.
•           Knowledge Dissemination: Ability to develop sector strategies and policies, a communication plan, defining the audiences to elicit support and commitment for their implementation: lead and represent the organization and execution of diverse forums and conferences.
•           Problem Solving and Decision Making: Ability to make critical decisions and recommendations based on systematic analysis and sound judgment. Ability to gather and analyze information from a variety of sources to fully understand complex problems and arrive at an optimal solution.
•           Leadership: Ability to provide technical leadership to innovate and take appropriate and well-reasoned risks.
•           Organizational Savvy and Building Bonds: Ability to create internal network in the area of responsibility and also networks outside the IDB.
