Executive Director EED - European Endowment for Democracy Brussels, Belgium


Starting date: As soon as possible (and no later than January/February 2013).
Duration: 3 years contract with the possibility of extension.
Salary: Commensurate with experience, including a competitive package based on best practice for similar organisations in Brussels.

Introduction

In line with the Statute of the European Endowment for Democracy, the Executive Director is responsible for leading and managing the Endowment (EED). The Executive Director defines the EED strategy in conformity with the guidelines and orientations from the Board of Governors and the Executive Committee and he/she ensures the effective implementation. The Executive Director will manage the EED secretariat, including staff, funds and financial resources of the EED and will ensure sound and efficient management of all the EED assets. 

The Executive Director will manage and coordinate all EED activities, oversee and expand the program of grant-making, and build partnerships with relevant stakeholders and institutions, in particular in the priority area for EED, namely the European Neighbourhood (East and South). 

The Executive Director will report to the Board of Governors and the Executive Committee, where he/she is a member. He/she will assume any other powers or functions delegated by the Board or the Executive Committee in conformity with the EED Statute.

Knowledge, experience and skills

  • Postgraduate university degree or professional qualification in law, social science, public policy or administration, journalism, economics, management, or another relevant field;
  • 15+ years of relevant experience with an International NGO or Foundation, an International or Multinational Organisation, a multi-donor trust fund, a national service (diplomatic or development cooperation); in particular with a successful track record in grant making, project management, regional representation, public advocacy or organisational strengthening, working on issues of support to transition, democratic and good governance, public sector reforms, social development, international development, institutional capacity-building. Field experience would be an asset;
  • At least 7 years of management experience (experience of management in a similar organisation would be an advantage), including financial management, and experience of working with civil society organisations;
  • Proven management, leadership and organisational skills to manage a diverse, multicultural team; proven ability to work in an environment with sensitive or confidential information; 
  • Proven experience and sound knowledge of the MENA region and/or Eastern Europe (European Neighbourhood) is required;
  • Excellent social and intercultural skills, and the ability to establish partnerships with other organisations;
  • Political and cross-cultural sensitivity;
  • Fluency in English and French are required. Good command of Arabic, Russian or other relevant languages in the European Neighbourhood would be an advantage.
