INTERPOL is the world’s largest international police organization, with 190 Member States. Created in 1923, it facilitates cross-border police co-operation, and supports and assists all organizations, authorities, and services whose mission is to prevent or combat international crime. INTERPOL is now looking for a qualified candidate to serve as Assistant Director within the NCB and Police Training Sub-Directorate* in the Executive Directorate for INTERPOL Global Complex for Innovation.

Duration: Three-year secondment
Grade: Grade 2
Security Clearance Level: Enhanced

The Assistant Director, NCB and Police Training will be responsible for developing, managing and delivering specialized police training programs and training on INTERPOL tools and services such as I-24/7 to NCBs and building capacity in international police co-operation among member countries and following up on operational outcomes of the activities.
The key goal of the incumbent shall be to assist the Director, Capacity Building and Training in managing NCB and Police training strategy undertaken by the Organization in line with the organizational strategic direction and priorities.
Primary Duties
Under the direct supervision of the Director CBT, the Assistant Director, NCB and Police Training shall perform the following key roles and duties:
1. Work with other Directorates and all internal and external stakeholders to develop measures to identify training needs of member countries through effective consultation processes to bridge the gap between national and international policing capabilities, and help law enforcement agencies make maximum use of the tools and services provided by INTERPOL, develop expertise and share knowledge.
2. Plan and implement quality operational police training programs and other training services within the purview of the Directorate to member countries and National Central Bureaus, review and update existing programs. These programs and services include both internally and externally funded capacity building initiatives and should be in accordance with INTERPOL’s priorities to meet needs of member countries, including developing knowledge and facilitating cross-border co-operation in various crime areas. 
3. Manage and coordinate external capacity building programs and partnerships, and develop procedures regarding external police training to ensure that training is planned, developed and conducted systematically and in an efficient, transparent and easily understood  manner.
4. Develop INTERPOL’s external training services targeted at bringing the Organization to the forefront as a world leader in providing a diverse range of quality training services to the wider law enforcement community. 
5. Plan and budget for CBT in relation to NCB and Police training in a manner that ensures that such training strategies, policies and priorities are in line with the over-arching organizational strategic direction and priorities. This includes annually reviewing the NCB and Police training strategy and activities to assess their continued relevance and effectiveness. 
6. Carry out all other duties as may be required by the hierarchy

Requirements
All candidates will be assessed on the under mentioned requirements.
Education
• Police training is required;
• University degree in international management, security related matters, adult learning or business administration.
Experience
• At least 10 years of progressively responsible experience. Of those, preferably at least 5 years professional experience in dealing with training needs and responses, ideally in the police community.
• Experience in providing groups with training in police or management skills development is desired. Experience in conducting briefings, lectures, using the most up to date audio visual means.
• Experience in planning and managing complex tasks, with minimum supervision.
Languages
• Professional fluency in English required.
Technical Competencies
• Good knowledge of the latest developments in the training field and skill in adapting and applying new concepts so as to meet organizational needs and ensure continuous improvements.
• Sound background in the management of strategic programs and projects and their performance monitoring, measurement and reporting.
In addition to the requirements, the following Assets and Special Aptitudes would be beneficial.
• Working knowledge in Spanish, French or Arabic would be an additional asset.
Working Conditions
• This post is to be filled on the basis of a secondment.
• Remuneration: INTERPOL does not pay salary to seconded officials. Depending on the nationality of the official, an expatriation allowance may be paid for a maximum period of six years. • This post requires occasional travel on missions, sometimes of a long duration and at short notice.
• The incumbent will be occasionally required to work irregular hours or overtime based upon workload.
*The Organization reserves the right to modify the Directorate and/or Sub-Directorate’s name and internal structure. This may have an impact on the functional title and reporting lines of this position.
