INTERPOL is the world’s largest international police organization, with 190 Member States. Created in 1923, it facilitates cross-border police co-operation, and supports and assists all organizations, authorities, and services whose mission is to prevent or combat international crime. INTERPOL is now looking for a qualified candidate to serve as Project Developer within the International Partnerships and Development Directorate* in the Executive Directorate for INTERPOL Global Complex for Innovation.

Reporting To: Assistant Director, International Partnerships and Development
Location:  IGCI, Singapore**
Duration:  Three-year secondment
Grade:   Grade 5
Security Clearance Level: Basic

Under the supervision of the Assistant Director for International Partnerships and Development, and in close cooperation with the all INTERPOL units, the incumbent’s role as Project Developer will be to provide assistance and support to INTERPOL units regarding the elaboration and negotiation of externally funded projects, in order to get a coherent and systematic approach not only in the way how to initiate and conceptualize projects proposals but also in the communication with internal and external stakeholders.
Primary Duties
The incumbent will provide substantive organizational and coordination services in the elaboration of externally funded project proposals for the Organization
1. Participate in the assessment and identification of externally funded projects  opportunities and to build up relationships with internal and external partners in the preparation and negotiation of externally funded projects; 
2. Elaborate business cases and project proposal documents in close cooperation with INTERPOL involved units in order to assist management and project leaders with business case development and ensure that projects are linked to Interpol's strategic goals.
3. Assist in the development and promotion of a project management framework utilizing standardized methodologies, processes, procedures, tools, and reporting functions based on industry best practices and standards in project management disciplines.
4. Work transversally with concerned INTERPOL directorates to facilitate internal discussions and consultation for the elaboration of externally funded project proposals. 
5. Coordinate internal and external meetings, including proposing the agenda, preparing meeting documentation and materials, ensuring participation and effective and timely follow ups.
6. Participate in international fora and conferences, represent INTERPOL in externally funded projects opportunities meetings and make presentation on the Directorate’s activities.
7. Perform all other duties as may be directed by the Assistant.

Requirements
All candidates will be assessed on the under mentioned requirements.
Education
• University Degree (Master’s Degree or equivalent minimum) in business administration or related discipline.
Experience
• A minimum of 3 years of progressively responsible experience at national and international levels in project management, planning and managing organizational and coordination tasks as well as in the elaboration of business cases and project proposals.
• Process-oriented, exposure to structured project management methodologies.

Languages
• Excellent English written and oral communication skills are mandatory.
Technical Competencies
• Significant diplomacy and ability to coordinate with other agencies and corporate partners;
• Ability to independently synthesize information, write concise reports, and prepare position papers;
• Strong communication and facilitation skills, both written and oral. 
• Results driven and achievement-oriented with a “can-do” attitude, multi-tasking, work well under pressure;
• Strong self-motivation and self-initiator qualities, together with solid computer skills and are essential.
In addition to the requirements, the following Assets and Special Aptitudes would be beneficial.
• Formal project management certification such as PMP or Prince2 is highly desirable;
• A working knowledge of one of the Organization’s other official languages (Arabic, French or Spanish) would be an additional asset;
• Experience of working with law enforcement environment would be an asset.
Working Conditions
• This post is to be filled on the basis of a secondment.
• Remuneration: INTERPOL does not pay salary to seconded officials. Depending on the nationality of the official, an expatriation allowance may be paid for a maximum period of six years. • This post requires occasional travel on missions, sometimes of a long duration and at short notice.
• The incumbent will be occasionally required to work irregular hours or overtime based upon workload.

*The Organization reserves the right to modify the Directorate and/or Sub-Directorate’s name and internal structure. This may have an impact on the functional title and reporting lines of this position.
