Organizational Management Specialist-Iraq


Since September 2003, IFES has assisted, advised, and supported Iraq’s electoral  authorities in the preparation, organization, and administration of elections and referenda. With the Elections Support Project, IFES will continue to provide assistance to the Independent High Electoral Commission (IHEC) through strengthening its strategic planning monitoring and evaluation capacity, as well as its internal management processes and systems, and through improving IHEC’s capacity to manage external affairs with key electoral stakeholders.
Job Responsibilities:
The following is key responsibilities that will be performed under the supervision of the Iraq Chief of Party.
• Assist the IHEC with the improvement of its internal management processes and systems, including the provision of support in the application of modern technologies to improve the efficiency, transparency and integrity of financial and human resource processes;
• Assist the IHEC Directorates of Finance and Administration with the introduction of financial controls, accounting and finance systems;
• Support the IHEC Directorates of Finance and Administration with the improvement of staff capacity to prepare and execute budgets;
• Assist the IHEC with the improvement of its human resource management systems;
• Assist the IHEC Directorates of Finance, Administration and Capacity Building with the identification of relevant staff training programs for the improvement of financial and human resource management;
• Assist the IHEC with the development internal capacities to monitor and evaluate the implementation of IHEC strategic and operational plans through on-site assistance projects, trainings and day-to-day mentoring;
• Support the improvement of IHEC’s management of internal communications and the flow of information;
• Oversee and manage any short-term consultancies brought in to work with the IHEC Directorates of Finance and Administration;
• Assist in the preparation of work plans, progress reports, M&E data and reports, and other documentation or reports as required;
• Other duties as assigned.
Qualifications:
• Bachelor’s degree required; Master’s Degree in Organizational Behavior, Organization Development desirable;
• 7+ years prior experience in organization development and work process assessment and reengineering
• Demonstrated experience of effectively helping organizations manage large scale assessments, strategic planning initiatives, change initiatives, including the introduction of new technologies and the improvement of internal communications and the flow of information;
• Demonstrated experience in monitoring and evaluation;
• Familiarity with political, economic, and social issues in Iraq and the region and ability to work in a post conflict environment;
• Experience organizing and leading trainings;
• Fluency in English (oral and written) required;
• Familiarity with the Middle East region highly preferred;
• Arabic language skills highly desirable;
• Excellent interpersonal and mentoring skills;
• Strong diplomatic and negotiating skills;
• Ability to detect problems and produce acceptable solutions.
