PROJECT ASSISTANT - ECDF

Following the signing of the Gulf Cooperation Council  peace initiative in November of last year, the Republic of Yemen has embarked on a two-year transition agenda. Against the backdrop of this political transition, and the request of the Yemeni authorities, the United Nations has articulated a Joint UN Framework to Support the Transition in Yemen, 2012-2014, which provides an important basis for UN assistance during this period. In this context, Rule of Law (RoL) has been identified as a key priority for Yemen, and for international assistance. In explicit contribution to this transition agenda, the Government of Yemen, in close cooperation with UNPD and other development partners, has created an Emergency Capacity Development Facility (ECDF) as a multi-partner platform to support the national leadership during the transition. Within this initiative, one module will focus on providing technical support and institutional capacity development to the Ministry of Interior, one of the core institutions in charge of contributing to a peaceful environment for the transition.

Duties and Responsibilities

  • Undertake necessary administrative assignments as requested by the National Project Coordinator
  • Maintain sound financial records
  • Ensure full compliance UNDP rules, regulations, and policies of reporting system.
  • Implement the procurement activities of the project in accordance with UNDP regulation, including preparation of requisitions, in accordance with UNDP procedures
  • Regular monitoring of the project administrative and financial status
  • Administration and financial implementation of project activities
  • Assist in the preparation of Annual work Plan of the Project
  • Advise management on project administrative and financialissues
  • To prepare and follow up arrangements for project related workshops and meeting
  • Initiate correspondence to verify data, answer queries and obtain additional information when needed
  • Prepare all necessary documents for the contractual process with local and international consultants
  • Organize and maintain up-to-date documentation of all files and documents related to the project (both paper and electronic)
  • Organize meetings or events and taking minutes
  • Assist the National Project Coordinator and Chief Technical Advisor in preparing reports, correspondences, and any other material needed
  • Perform other related duties as requested by the National Project Coordinator or the Chief Technical Advisor.

Required Skills and Experience

Education:
  • Completion of Secondary Education. A University Degree in Management, law or in a development-related field would be desirable, but not a requirement
Experience:
  • Minimum of 5 years relevant experience, preferably with the UN System or similar large multi-national/international organizations;
  • Excellent administrative and computer skills and familiarity with web-based management systems. Use of ATLAS or PeopleSoft/ERP systems desirable;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of automated procurement systems in Arabic and English;
  • Clerical and administrative experience;
  • Experience in financial processes;
  • Experience in asset management;
  • Very good verbal and written communications skills; 
  • Strong research skills; 
  • Familiarity with or interest in policing and Rule of Law is an asset.
Language Requirements:
  • Fluency in English and Arabic is required.
