The Position
Roshan, an IPS company based in Afghanistan is seeking a Legal Counsel to work within its Legal team. The Legal Counsel will work on commercial matters and will provide legal support to various divisions of the company.

A summary of the Legal Counsel responsibilities and tasks is as follows:
  • Negotiates, reviews and drafts complex agreements, international roaming and interconnection agreements, vendor supply contracts and lease agreements of an aggregate value of ten millions of dollars annually

  • Provides legal support to the company regarding contract interpretation and guidance regarding all forms of dispute resolution

  • Liaises with the Afghan Telecommunications Regulatory Authority on matters related to the company's license, compliance and the Afghan Telecom Law as well as with the Government of Afghanistan on matters related to taxation, new legislation and public policy

  • Trains local staff


  • The Requirements
  • Law degree from a recognized U.K. or U.S. law school

  • Active bar status or equivalent

  • 4-6 years recognized commercial law firm and/or recognized in-house commercial counsel experience

  • Experience in negotiation and drafting high value commercial agreements, vendor supply contracts, international roaming agreements, national and international interconnection agreements

  • Experience of dealing with a regulatory agency and/or public policy work

  • Experience as a company secretary ' drafting minutes, board resolutions etc

  • Experience of managing a team with a number of direct reports

  • Experience of working in an international, multi-culture, international environment

  • Whilst we value candidates with a telecommunications background our search is not restricted to telecoms only, we are looking for complex commercial contractual experience within a blue-chip environment
