The Consultancy

IDLO seeks a Senior Legal Expert for its Program in Yemen. This full-time consultancy position will be based in Sana’a, Yemen. Under the overall supervision of the Project Manager and in cooperation with the Project Coordinator based at the IDLO Headquarters, the incumbent will be required to perform the following tasks:

• Liaise with the Ministry of Justice and the Judicial High-Institute in order to ensure implementation and supervision of the project’s activities;
• Liaise with the Ministry of Planning, the Ministry of Legal Affairs, the Ministry of Human Rights, the Supreme Court, Courts of First Instance and Courts of Appeals in Yemen to ensure the consistent implementation of the project's activities and to avoid any duplication with projects initiated by others; 2. Capacity building and training of newly appointed judges.
• Report, inform and liaise with IDLO Headquarters on the progress of the project implementation; Continued learning of experienced Judges;
• Conduct a needs assessment to improve the three-year curricula of the Judicial High-Institute in Sana’a;
• Advice and lead the drafting of a new three-year curricula for the Judicial High-Institute in close coordination with the Project Implementation Unit (PIU) and the Dean of the Judicial High-Institute; Supervise the organization of a launching event for the new curricula;
• Advice in the setting up of the new curricula; Training of Judges:
• Supervise data collection on the statistics and number of Judges in Yemen;
• Assess the needs in Sana’a and in all governorates with regard to the capacity building of Judges and supervise the selection of candidates to attend trainings in Sana’a;
• Coordinate the organization of the trainings, and identify Arabic speaking trainers; Ensure a proper training delivery for Judges;
• Ensure a proper training delivery for Judges;
• Drafting of Benchbooks:
o Supervise, advise and organize the drafting of the Benchbooks in commercial and gender justice issues foreseen under the project;
o Organize the publication and dissemination of the Benchbooks including through a launch event;

• Organize Trainings based on the Benchbooks;
• Conduct, as per IDLO procurement guidelines, the procurement of items needed for the project implementation;
• Advice on staffing issues at a local level, in particular for any possible recruitment requirements based on the project needs;
• Provide any other support or guidance with regard to the capacity building of the Judges and curricula development bearing in mind the transitional period that Yemen is facing.

Minimum Qualifications and Experience

The ideal candidate for the post of Senior Legal Expert should have the following qualifications and profile:

• Minimum of 15 years’ experience as a lawyer, legal expert or Judge;
• Demonstrated ability to organize and lead legal trainings for Judges;
• Proven track record of having supervised and efficiently lead a national team in drafting Benchbooks;
• Good command of commercial law, maritime law, criminal law, family law, juvenile criminal law, Sharia, and legal gender issues;
• Fluency in Arabic, Arabic as mother tongue would be a plus. Good command of English is also essential; Proven management skills in project implementation in particular with capacity building projects;
• Ability to work in a multicultural environment;
• Superior negotiating skills when dealing with local officials and project partners;
• Excellent communication skills and demonstrated ability to solve problems with stakeholders in a difficult environment; and
• Willingness and ability to work under short time constraints.
